JOB TITLE: HUMAN RESOURCES REPRESENTATIVE


DEPARTMENT: HUMAN RESOURCES


REPORTS TO: DIRECTOR OF HUMAN RESOURCES


CLASSIFICATION: GRADE 10


FLSA STATUS: NON-EXEMPT


MINIMUM STARTING SALARTY: $42,804.96 DOQ


Nature of Work

This position performs administrative and technical work in coordinating the day-to-day operations of the Human Resources Office. Responsibilities include recruiting and screening applicants; processing and maintaining pay, classification, and benefit records; assisting employees with new hire and retirement processes; maintaining personnel files; and staying current on Virginia Retirement System (VRS) regulations and employee benefit programs. The role requires strong organizational skills, decision-making, and attention to detail. Work is performed under the general supervision of the Human Resources Director.


Examples of Work


  • Prepares and distributes internal transfer notices and advertises employment opportunities.

  • Accepts and processes employment applications; maintains applicant records; responds to inquiries regarding job openings and applicant status.

  • Screens applicant pools; oversees required background checks and pre-employment testing; notifies unsuccessful candidates.

  • Processes requests for verification of employment, income, and employment references.

  • Prepares and distributes performance evaluation notices and assists with scheduling benefits reviews and training workshops.

  • Processes education incentive payments and maintains required documentation.

  • Maintains and updates personnel records—including new hires, separations, classification changes, benefits, and EEO reports—and prepares information needed for annual reporting.

  • Conducts new employee onboarding, ensures completion of required documentation, and assists employees with benefits enrollment and changes.

  • Guides employees on retirement processes, including completing forms and preparing benefit estimates.

  • Assists employees with insurance claim issues and advises terminating employees on COBRA and other benefit options.

  • Stays informed on employment laws and HR best practices.

  • Prepares fund disbursement authorizations, purchase requisitions, and performs general clerical tasks such as typing, filing, and document processing.


Minimum Qualifications for Work


  • High school diploma or equivalent required; college-level coursework in public administration, business administration, or personnel administration preferred.

  • Associate degree preferred.

  • One to two years of human resources or related business experience, or an equivalent combination of education and experience.

  • Knowledge of administrative and clerical practices.

  • Knowledge of public personnel policies, procedures, and recruitment methods.

  • Understanding of municipal operations and organizational structure.

  • Ability to maintain statistical records and prepare reports; experience with Microsoft Excel is a plus.

  • Ability to plan, organize, and coordinate multiple work activities.

  • Ability to make moderately complex decisions within established guidelines.

  • Ability to perform accurate mathematical calculations.

  • Ability to understand and follow oral and written instructions.

  • Strong interpersonal skills with the ability to maintain effective working relationships and provide courteous service.

  • Proficiency using computers and office equipment, including Microsoft Office.

  • Experience with ERP systems such as Munis preferred.


Physical Demands

Frequent sitting, talking, and hearing; occasional walking and use of hands for handling materials. Occasional lifting of up to 10 pounds. Vision requirements include close vision and the ability to adjust focus.


Work Environment
