Human Resources, Payroll & Business Services Specialist

ECKCE – East Central Kansas Cooperative in Education

Location: Baldwin City, Kansas

Position: Full-Time

Reports To: Executive Director

Salary: $60,000

About the Position

ECKCE is seeking a highly organized, detail-oriented, and service-minded professional to join our team as a Human Resources, Payroll & Business Services Specialist.

This important position supports employees and the day-to-day operations of ECKCE and our member school districts. The successful candidate will perform a variety of human resources, payroll, benefits, financial, and business office responsibilities.

We are looking for someone who enjoys being the person others can count on-someone who is comfortable working with numbers and systems, pays close attention to details, protects confidential information, and successfully manages multiple responsibilities and deadlines.

This is a position, accuracy matters, relationships matter, and the work you do directly supports the people serving students every day.

Key Responsibilities

Human Resources & Employee Support

  • Coordinate job postings, hiring documentation, and onboarding, employee contracts, and personnel records.
  • Process employee hires, transfers, changes, and terminations.
  • Conduct employment and income verifications.
  • Serve as a knowledgeable and approachable resource for employees with HR and benefits questions.
  • Support personnel processes, employee relations, and annual negotiations.

Payroll

  • Process and balance monthly payroll accurately and on time.
  • Review timesheets and payroll documentation and calculate wages, leave, deductions, and other compensation.
  • Process new employee information, payroll changes, direct deposits, ACH payments, deductions, and garnishments.
  • Complete required KPERS, federal, and state payroll filings and payments.
  • Process special payrolls and complete year-end responsibilities including W-2s and 1099s.
  • Research and resolve payroll questions and discrepancies.

Business & Financial Services

  • Process purchase orders, invoices, deposits, withdrawals, and other financial transactions.
  • Assist with bank reconciliations, financial reporting, audits, tax reporting, and other fiscal reports.
  • Manage workers' compensation and unemployment claims.
  • Support business, payroll, HR, accounting and financial software systems.
  • Support annual fiscal processes and system rollovers.

Budget, Funding & District Support

  • Process district assessment invoicing and maintain supporting documentation.
  • Assist with securing, tracking, and managing state and federal funds.
  • Maintain accurate records related to revenue, expenditures, funding, and reimbursement.
  • Support budget development, monitoring, and reporting.
  • Provide financial and business support to ECKCE administration and member districts.

Technology & Systems

  • Provide employee support and training related to employee information systems.
  • Monitor electronic contracts, employee documentation, leave processes and requisitions.
  • Support the implementation and effective use of HR, payroll, accounting, and financial software.
  • Work with vendors and internal staff to troubleshoot and resolve system issues.

Minimum Qualifications
  • High school diploma or GED required.
  • Previous experience in payroll, human resources, accounting, finance, or business office administration preferred.
  • Strong computer and data-entry, organizational and communication skills.
  • Ability to maintain accurate and confidential records.
  • Ability to learn and effectively use payroll, HR, accounting, spreadsheet, database, and other business software.

Preferred Qualifications

  • Associate or bachelor's degree in human resources, accounting, finance, business administration, or a related field.
  • Experience processing payroll from start to finish.
  • Experience administering employee benefits, KPERS,and federal and state payroll requirements.
  • Experience with HR/payroll systems, including budgeting, financial reporting, and account reconciliation.
  • Experience in a school district or public-sector organization.

School district experience is helpful, but we are willing to train the right candidate who brings strong organizational, financial, HR, and technology skills.

Physical & Working Conditions

This is primarily an office-based position requiring the ability to work at a computer for extended periods, use standard office equipment, manage interruptions and changing priorities, and occasionally bend, stoop, reach, or lift and carry items weighing up to 50 pounds. The position also requires regular and reliable attendance, professionalism, and the ability to maintain composure in stressful situations.
