Job summary

Bexar County in San Antonio is seeking a Human Resources Partner to serve as a subject matter expert in human resources. Responsibilities include aligning the County’s mission to business strategies, implementing recruitment processes, and ensuring compliance with employment law.

  • Must have public sector experience, minimum of 6 months.

Duties and Responsibilities

Serves as subject matter expert in all areas of human resources applying best practice principles in employment law, compliance, workforce planning, succession, talent acquisition, engagement, Americans with Disabilities Act, total rewards; leave, compensation and benefits.

Aligns County mission, vision, values, and goals to overall strategies and objectives; translates Office/Department strategies to drive key business results; provides guidance on talent management, workforce strategies, organizational design and rewards.

Maintains knowledge of multiple areas across the organization and its operations; uses knowledge of business and public sector insights, metrics, expertise, and decision principles to effectively diagnose topics with a wide range of complexity.

Develops, facilitates, and implements all phases of the recruitment process.

Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.

Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.

Assists constituents in navigating job posting and advertisements.

Screens applications and selects qualified candidates.

Attends and participates in college/high school job fairs and recruiting sessions.

Conducts and facilitates required and recommended testing, training and guidance sessions.

Performs other related duties as assigned.

Minimum Qualifications
  • Graduation from an accredited college or university with an Associate Degree in Human Resources, or a closely related field and 3 years’ experience with human resources.
  • Preferred Bachelor degree in human resources or related field with certification(s) in SHRM/SPHR/PHR/IPMA-HR/CEBS/CCP.
  • Must have a Human Resources certification in SHRM/SPHR/PHR/IPMA-HR/CEBS/CCP or successful completion of certification credentials within six (6) months from hire.
  • Must have public sector experience, minimum of 6 months.
  • Strong foundation and knowledge of principles & practice of HR including talent acquisition, employment law and compliance requirements.
  • Strong technological intuitiveness, leadership and interpersonal skills.
  • Knowledge of full lifecycle recruiting components to include sourcing; qualifying; networking; assessing; selling and wage/salary trends.
  • Excellent interpersonal skills and effective verbal and written communication skills.
  • Proven ability to effectively advise employees and management through complex and difficult issues.
  • Ability to thrive in an ambiguous and rapidly changing environment.
  • Ability to set high personal goals and work independently.
  • Ability to organize, multi-task and prioritize tasks.
  • Proven acuity in office applications, internet and database systems.
  • Must have valid Texas driver’s license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis.
  • Must secure and maintain a favorable background investigation and clearance.
  • Must clear a pre‑employment physical and a pre‑employment drug screen test.
  • May be required to work a non‑traditional schedule including late evening hours and weekend work.
