Job description

Organizational context: The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It works with partners to save lives, protect migrants, address displacement, and facilitate legal migration pathways. The Human Resources Officer role is situated within the IOM Global Office in Washington D.C., reporting to the Senior Resources Management Officer and collaborating with regional and headquarters HR units.

Job purpose: The Human Resources Officer is responsible for managing the Human Resources functions for the IOM Global Office in Washington D.C. This involves overseeing HR administration, ensuring compliance with organizational policies, and providing advisory support to management and staff. The role contributes to fostering a respectful and inclusive workplace by effectively managing personnel matters, including recruitment, contract administration, payroll, benefits, and staff development. The officer plays a key role in implementing HR policies, maintaining HR systems, and supporting talent management initiatives to ensure the efficient and compliant operation of the office's human resources.

Responsibilities: Oversee the Human Resources Management function for the Washington D.C. Global Office, advising on policy interpretation and application. Supervise HR staff in administrative transactions, contract preparation, and WAVE HR updates. Ensure accurate maintenance of personnel files, attendance records, and HR tracking systems. Manage the WAVE HR module, coordinate salary scale implementations, and supervise national staff payroll. Provide HR policy and advisory support, implementing personnel policies for national staff and overseeing contractual administration, entitlements, and requests for promotions or separations. Liaise with HQ, GSSC, and Finance on international staff benefits and entitlements. Support the management of administrative actions, grievances, and disciplinary matters. Oversee visa and residence permit administration for international staff. Advise on staffing issues, support recruitment processes, and monitor compliance with the Performance Appraisal System. Coordinate staff development and training, including induction programs. Assist in preparing administrative reports, monitoring internal controls, and implementing audit recommendations.

Education: A Master's degree in Human Resources, Business Administration, Psychology, or a related field with five years of relevant experience, OR a Bachelor's degree in the same fields with seven years of relevant experience. Degrees must be from accredited institutions.

Work experience: Required experience includes human resources administration and management, talent acquisition, talent management, contract and entitlement administration, applying HR rules, and developing HR procedures. Experience advising managers and staff on HR matters, supporting recruitment, workforce planning, performance management, and staff development is also required. Prior supervisory experience and experience in an international organization are advantageous.

Skills: Demonstrated knowledge of HR policies, procedures, and practices. Ability to interpret and apply staff rules and regulations. Analytical and problem-solving skills. Excellent interpersonal and communication skills for effective stakeholder relationships. Computer literacy and familiarity with ERP systems like Oracle are advantageous. Knowledge of U.S. employment practices and UN common system is also beneficial.
