Job description

Fosterful is seeking a Human Resources Manager to build and sustain a supportive, inclusive, and trauma-informed workplace that aligns with our mission to serve children and families in foster care. This role leads full-cycle talent management, employee relations, performance and development, compensation and benefits, compliance, and strategic organizational development. The HR Manager partners with leaders to attract diverse, mission-aligned talent, strengthen culture, ensure legal and grant compliance, and implement data-informed practices that enhance engagement, retention, and organizational effectiveness.

Responsibilities
1. Talent Acquisition & Workforce Planning
  • Develop recruitment and retention strategies for diverse, mission-aligned candidates

  • Partner with leaders on staffing needs and compelling job descriptions

  • Manage all aspects of hiring process with legal compliance

  • Foster and build local relationships to establish talent pipelines

2. Employee Relations & Organizational Culture
  • Cultivate a trauma-informed workplace culture embodying Fosterful's values

  • Coach managers on effective leadership and team development

  • Facilitate resolution of workplace conflicts and concerns

  • Steward employee engagement initiatives and recognition programs

3. Performance Management & Professional Development
  • Enhance evaluation systems promoting growth and accountability

  • Coordinate professional development opportunities for staff

  • Partner with leaders on performance challenges and improvement plans

  • Identify and nurture emerging leaders through mentorship

4. Compensation, Benefits & Retention
  • Develop competitive, equitable compensation structures

  • Administer benefits programs supporting employee wellbeing

  • Analyze retention data to identify improvement opportunities

  • Implement innovative retention strategies within budget constraints

5. Compliance & Policy Management
  • Ensure compliance with state and federal employment laws and regulations

  • Ensure employment policies are compliant with all government contract and grant requirements

  • Develop and maintain employee handbook and HR policies

  • Maintain accurate and confidential employee records

  • Manage workers' compensation and employment-related leave matters

6. Organizational Development & Strategic Leadership
  • Provide HR perspective in strategic planning and decision-making

  • Assess and monitor organizational structures and processes to maximize efficiency

  • Lead change management initiatives supporting growth

  • Identify and track key performance metrics to inform strategic decisions

Requirements
  • Demonstrated experience managing full-cycle recruitment and workforce planning with legal compliance

  • Proven ability to build inclusive, trauma-informed workplace cultures and coach managers

  • Experience resolving employee relations issues with discretion, fairness, and documentation rigor

  • Track record implementing performance management systems and professional development programs

  • Experience designing or administering compensation and benefits with equity and market alignment

  • Working knowledge of federal and state employment laws and regulations; policy development and handbook management

  • Experience managing workers’ compensation, ADA, FMLA, and other leave programs

  • Ability to analyze HR and retention data, define KPIs, and present insights to leadership

  • Change management and organizational development experience supporting growth and efficiency

  • Strong relationship-building skills with community partners to develop talent pipelines

  • Excellent communication, facilitation, and conflict resolution skills aligned with Fosterful’s values

  • Commitment to Fosterful’s mission and values, with sensitivity to the needs of children and caregivers impacted by foster care

  • SHRM Certification prederred but not required

  • Phone stipend of $50, reimbursed monthly

  • Sick leave accrues in accordance with Washington State law- one hour per every 40 hours worked
