Job summary

Collier County seeks an experienced Human Resources Manager to lead our Talent Acquisition Team and drive county-wide recruitment strategies. This role partners with Division Directors, county leadership, and HR staff to improve candidate experience and ensure compliant, efficient hiring practices.

Qualifications

  • Bachelor’s degree required.
  • Five (5) years of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certifications preferred.
  • May be required to possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

Responsibilities

  • Lead, coach, and develop the Talent Acquisition team.
  • Oversee county-wide recruitment, selection, and hiring activities.
  • Partner with hiring managers and Division leadership to develop recruitment strategies.
  • Oversee job postings, candidate screening, interviews, selections, offers, and pre-employment requirements.
  • Develop innovative recruitment strategies for high-volume, specialized, and difficult-to-fill positions.
  • Ensure hiring practices comply with County policies and applicable employment laws and regulations.
  • Oversee background checks, drug screenings, physicals, fingerprinting, education verification, and other pre-employment processes.
  • Manage the County’s applicant tracking system and related recruitment contracts and processes.
  • Lead recruitment outreach, career fairs, advertising, and employer branding efforts.
  • Train and coach hiring managers on interviewing, selection, and recruitment best practices.
  • Monitor vacancies, hiring activity, recruitment data, and authorized staffing levels.
  • Identify opportunities to improve recruitment processes, efficiency, and the candidate experience.
  • Support HR policies, procedures, budgets, contracts, and other HR functions as needed.

Collier County is seeking an experienced and people-focused Human Resources Manager to lead our Talent Acquisition Team. This position plays a key leadership role within the Human Resources Division and is responsible for overseeing county-wide recruitment, selection, and hiring programs while supporting our goal of attracting and hiring talented individuals to serve our community.

The ideal candidate is a collaborative HR leader who understands that successful recruitment is more than filling vacancies. This role works closely with hiring managers, Division Directors, County leadership, and the HR team to develop practical recruitment strategies, improve the candidate and hiring manager experience, and ensure hiring practices are consistent, efficient, and compliant.

  • Salary offers above the minimum pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
