Mingus Mountain Youth Treatment Center in Prescott Valley, AZ is seeking an experienced HR leader to oversee the Human Resources Department. You will implement trauma-informed, values-based HR operations in alignment with Sanctuary Model principles and coordinate with Corporate HR and Payroll.

Qualifications

  • 3+ years progressive HR experience with 3 years in a supervisory role.
  • Bachelor’s degree in HR or Business Administration preferred.
  • Experience with employee relations, investigations, benefits, and onboarding.

Responsibilities

  • Oversee daily HR operations in alignment with Sanctuary Model values.
  • Liaise between management and staff; interpret and administer policies.
  • Address employee inquiries and support trauma-informed resolution of concerns.
  • Maintain personnel files and prepare HR metrics and reports.
  • Ensure I-9 and credentialing are completed for new hires as applicable.
  • Analyze HR data to identify trends and improve staff wellbeing.
  • Investigate injuries and manage workers’ compensation components.
  • Support audit prep and HIPAA/PHI compliance.

Description

This position provides support to the employees of Mingus Mountain Youth Treatment Center. Promotes and assists with federal, state, and local laws as it relates to employment, payroll, and benefits. Completes all essential functions of the Human Resources Department. This position includes the ability to perform work directly related management policies, general business operations, and exercise discretion and independent judgement. Provides regular and direct assistance to the facility Executive Director. Works closely and collaborates with Corporate HR and the Payroll Department.

ESSENTIAL FUNCTIONS:
  • Manage and oversee the daily operations of the Human Resources Department in alignment with the Sanctuary Model’s trauma-informed, values-based approach.
  • Serve as a liaison between management and employees by addressing inquiries, interpreting and administering HR policies, and supporting respectful, trauma-informed resolution of work-related concerns.
  • Address and resolve employee issues and complaints using trauma-responsive practices that support psychological safety and professional accountability.
  • Provide current and prospective employees with information regarding policies, job responsibilities, working conditions, compensation, promotional opportunities, and employee benefits in a transparent and supportive manner.
  • Maintain accurate physical and electronic personnel files and prepare statistical reports related to hires, transfers, performance evaluations, and other HR metrics.
  • Ensure completion of all required new-hire documentation, including I-9 verification, proper identification, and verification of current licenses and/or certifications as applicable.
  • Analyze HR data and reports to identify trends or personnel concerns and develop recommendations that support continuous improvement, staff wellbeing, and organizational health.
  • Investigate and report work-related injuries and manage all aspects of Workers’ Compensation cases in a manner consistent with safety, transparency, and support.
  • Support audit preparation and compliance efforts in accordance with agency guidelines and Sanctuary principles of accountability.
  • Promote, model, and implement the Sanctuary Model, including its core commitments to nonviolence, emotional intelligence, social learning, shared governance, open communication, social responsibility, and growth and change.
  • Adhere to MMYTC policies and procedures regarding the creation, use, transmission, storage, and disposal of Protected Health Information (PHI) in compliance with HIPAA regulations.
Requirements
  • High school diploma or equivalent with at least three years of progressive human resources experience, including three years in a supervisory or management role.
  • Preferred Bachelor’s degree in Human Resources, Business Administration
  • Healthcare, behavioral health, residential treatment, or human-services experience strongly preferred.
  • Experience with employee relations, investigations, corrective action, performance management, recruiting, onboarding, benefits, and terminations.
  • Ability to maintain confidentiality and handle sensitive employee information with sound judgment.
  • Strong leadership, communication, conflict-resolution, organizational, and problem-solving skills.
  • Ability to manage multiple priorities, meet deadlines, and work effectively in a fast-paced environment.
  • Must successfully complete all required background checks and meet applicable facility, licensing, and credentialing requirements.
