Job description

The Human Resources Manager serves as a key member of the Office of Human Resources and is responsible for overseeing the daily operations of the Human Resources function while supporting the University’s strategic workforce objectives.

The Human Resources Manager provides leadership in workforce planning and is responsible for managing and coordinating human resources programs and services across the institution. The position serves as a trusted advisor to supervisors, managers, faculty, and staff on employment matters and ensures that Human Resources practices are aligned with institutional priorities, regulatory requirements, and industry best practices.

The incumbent exercises independent judgment in the administration of Human Resources programs and is responsible for analyzing workforce data, implementing strategic initiatives, supporting organizational change, and recommending solutions to complex personnel matters. The Human Resources Manager contributes to a culture of accountability, innovation, continuous improvement, and employee development throughout the University.

This position supports institutional effectiveness by enhancing workforce capabilities, strengthening employee engagement, promoting compliance, and ensuring the effective delivery of human resources services that advance the mission of the University of the Virgin Islands.

Required Qualifications
  • Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, Organizational Development, or an equivalent combination of education and experience.
  • Master’s degree in Human Resources Management, Organizational Development, Business Administration, Public Administration, or a related discipline.
  • Five (5) to Seven (7) years of progressively responsible professional Human Resources experience.
  • Experience in employee relations, talent management, training, recruitment, or organizational development.
  • Experience interpreting and applying employment policies and regulations.
  • Experience using Human Resource Information Systems ( HRIS ) and workforce reporting tools.
Preferred Qualifications
  • SHRM -CP, SHRM - SCP , PHR , SPHR , or equivalent Human Resources certification.
  • Project Management certification ( PMP ) or related credential.
  • Supervisory experience.
  • Experience in higher education Human Resources.
  • Experience with workforce analytics and organizational development initiatives.

  • Conduct workplace assessments and recommend solutions to improve organizational effectiveness.
  • Support workforce planning, position management, and organizational structure reviews.
  • Analyze staffing trends and workforce needs.
  • Assist managers with employee performance and workforce-related issues.
  • Foster positive labor and employee relations practices across the University.
Human Capital Analytics and Reporting
  • Collect, analyze, and interpret workforce and human resources data.
  • Develop and maintain workforce reports, dashboards, and key performance indicators.
  • Monitor recruitment, retention, turnover, vacancy, demographic, and development metrics.
  • Prepare reports for University leadership and other stakeholders.
  • Provide recommendations to support data-informed decision-making.
  • Ensure the integrity, accuracy, and confidentiality of workforce data.
  • Support institutional research, workforce planning, and reporting initiatives.
Compliance and Risk Management
  • Ensure compliance with federal, territorial, and University employment policies and regulations.
  • Support audits, accreditation reviews, and compliance reporting requirements.
  • Monitor compliance with EEO , ADA , FMLA , Title IX, FLSA , and related employment laws.
  • Investigate workplace concerns and recommend corrective actions when appropriate.
  • Prepare required reports, documentation, and regulatory filings.
  • Maintain confidential personnel records and information.
  • Identify areas of compliance risk and recommend corrective measures.
Project Management and Process Improvement
  • Lead and coordinate Human Resources projects and initiatives.
  • Develop project plans, timelines, milestones, and performance measures.
  • Monitor project implementation and progress.
  • Facilitate collaboration among stakeholders and departments.
  • Support implementation of Human Resources systems and technology enhancements.
  • Identify opportunities for process improvement and operational efficiencies.
