Texas-Family-Care-Network is seeking an HR Generalist to support employee relations, payroll, benefits, and leave management across Texas-based programs. You will collaborate with the HR Director and administrative teams to ensure policy adherence and timely HR operations.

Job description

Under the direction of the HR Director, the HR Generalist supports the employee performance, relations, workers' compensation, unemployment compensation, leave of absence, and other related HR functions for all Texas Family Care Network (TFCN) employees.

Responsibilities
  • Support/ Service Delivery
    • Employee Relations
    • Handles routine employee relations questions and concerns that arise related to HR policies, practices, disciplinary matters, performance evaluation, etc.
    • Investigates problems such as working conditions, disciplinary actions, employee complaints, and compliance concerns. Provides guidance and recommendations for problem/issue resolution. Notifies leadership appropriately of concerns and investigations in the programs for which they are responsible. Articulates clearly policies and procedures, and decisions.
    • Supports payroll, including new hires, terminations, and workflows in the HRIS. Reviews and advises on timekeeping issues/concerns. Supports payroll audit requests, reconciliations, and year-end procedures.
  • Benefit and Leave Administration
    • Supports the organization’s new hire benefit enrollment process.
    • Assists HR Director and Pressley Ridge Benefits and Leave Manager with annual open enrollment process and any related benefit matters during the year.
    • Supports the Pressley Ridge Benefits and Leave Manager with Workers’ Compensation processes as needed.
    • Assists the Pressley Ridge Benefits and Leave Manager with administration of Leaves of Absences and processing as needed.
  • Unemployment Compensation
    • Handles unemployment requests and appeals process.
    • Represents TFCN as spokesperson at Unemployment Compensation hearings.
    • Manages the organization’s unemployment compensation claims and appeals process, completing all required forms, filing appeals as necessary, and representing TFCN as spokesperson at Unemployment Compensation appeal hearings.
  • Other Key Responsibilities
    • Provides programs with feedback, support, and analysis for various HR topics. Conducts surveys as requested.
    • Is responsible for completing tasks, projects, and assignments in furtherance of the organization’s strategic goals and to ensure HR best practices.
    • Assists the HR Director in responding to various governmental and provider surveys detailing workforce characteristics and/or demographics.
    • Answers routine questions about HR topics from supervisors and employees.
    • In partnership with the Pressley Ridge and TFCN HR teams, develops and facilitates training to program directors, supervisors, and employees on HR topics as assigned. Coordinates with others on recommended training needs.
    • Regularly visits locations.
  • Risk Management and Safety
    • Ensures that work is compliant with local, state, and federal employment laws and regulations, as well as internal organization policy.
    • Supports internal and external audits as needed and as scheduled.
    • Ensures compliance with employee files, including but not limited to, driver’s licenses, auto insurance, clearances, etc.
    • Ensures that all required postings are on program bulletin boards.
  • Leadership
    • Advises and assists leadership on employee developmental, disciplinary action and corrective action plans.
    • Collaborates with management and administrative staff as needed.
    • Coordinates efforts with TFCN’s and Pressley Ridge’s internal training departments and trains program/department leadership on Human Resource related topics, procedures, etc.
  • Professional Development
    • Shows commitment to learning new skills, understanding new legislation and/ or changes in employment law that may impact TFCN.
    • Continues to seek out and receive education within the HR field by regularly attending webinars, conferences, work groups, etc.
  • Documentation
    • Completes all required paperwork that is legible, accurate and uses professional language, and meets deadlines.
    • Maintains data within the HRIS and other HR systems or tracking. Confirms accuracy of all data entered and ensures information is available on a timely basis.
  • Supervision
    • Receives supervision.
    • Receives supervision from and actively communicates with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.
  • Communication
    • Participates in meetings and other activities internal to TFCN; specifically but not limited to HR staff meetings.
Qualifications
  • Education/Credentials/Licensure:
    • Requires a bachelor’s degree in Human Resources or a related field from an accredited college or university.
    • PHR/SPHR or SHRM-CP/SHRM-SCP preferred.
    • Requires a valid driver’s license, safe driving record, and auto insurance required.
  • Experience:
    • Requires three (3) years of experience in a Human Resources Department with responsibility for employee relations and application of employment laws.
    • Requires the ability to travel, both locally by car and nationally by air, as needed to attend meetings, trainings, conferences and events.
    • Requires the ability to handle confidential information with discretion.
    • Strong attention to detail and accuracy.
    • Strong organizational and time-management skills.
    • Excellent written and verbal communication skills.
    • Ability to meet strict deadlines and manage multiple priorities.

Working Conditions
  • Physical Demands
    • This position requires operating a keypad device 75% of the day and electronic/office equipment 25% of the day. Travel is required approximately four (4) times per month but can vary and works in weather conditions about 25% of the day. Fingers, thumbs, hands, wrists, elbows, legs and feet are all routinely used throughout the day. The lower and upper torso is used 75% of the day. Employee must meet minimum requirements for hearing, speech, and vision. Walking is required 10% of the day. Standing occurs 10% of the day. Sitting happens 80% of the day. Reaching above the shoulder as well as bending and twisting are performed 10% of the day. This function routinely lifts 25 pounds, four (4) times per day. The maximum lift is 50 pounds, one (1) time per day. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

    • Traditional office hours with flexibility to meet department and employee/ program needs.
Qualifications
Education
Required

Bachelors or better in Human Resource Administration or related field.
