JOB SUMMARY

The Human Resources Generalist serves as a member of a team that is responsible for all day-to-day administrative operations of the Human Resources Department. This position provides support and services to schools and departments as well as current and prospective employees. The Human Resources Generalist assists with the staffing budget and recruitment, conducts employment screening and testing, processes hiring recommendations, determines salary placement, and supports the bargaining process. This position analyzes and interprets information and data to ensure compliance with applicable collective bargaining agreements, policies, and state and federal laws.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This job description is intended to describe the nature and level of work being performed by people assigned to this position. It is not to be construed as an exhaustive list of all responsibilities and duties required of the job incumbents. All personnel may be required to perform duties outside their normal responsibilities from time to time, as needed.

  • Provide efficient and effective human resources assistance for all human resources operations from employee induction to separation including such duties as implementing the recruitment and hiring process, preparing employment documentation, coordinating new employee orientation and mandatory training, maintaining personnel files, and monitoring certificate and endorsement compliance.
  • Monitor and maintain online application system; verify open positions relative to position control; and oversee the interview and selection process in coordination with district administrators.
  • Maintain current job descriptions and update as necessary.
  • Assist with issues relating to the American with Disabilities Act (ADA); respond to and follow up with employee inquiries and needs; and maintain documentation.
  • Assist with collective bargaining and Labor-Management issues as needed.
  • Assist with implementation of the employee benefits program in coordination with the Payroll Department including organizing orientation and enrollment activities, responding to employee inquiries, and processing enrollment forms.
  • Receive and report workers compensation and unemployment claims in compliance with state and federal laws, maintain records and files, and process claims in a timely manner.
  • Analyze and interpret District policies, regulations, collective bargaining, and applicable state and federal laws to ensure compliance.
  • Develop and submit the annual staffing budget for all regular positions.
  • Assist in coordinating and managing employment background checks.
  • Serve as the lead substitute coordinator; maintain substitute management system; coordinate substitute hiring and mandatory training; and address conduct issues and performance.
  • Prepare and maintain employee contracts and stipend requests.
  • Maintain records and documentation pertaining to hiring, compliance issues, and required reporting.
  • Prepare and submit required District, state, and federal reports.
  • Perform other job-related duties as requested.
REQUIRED QUALIFICATIONS
Knowledge, Skills, and Abilities
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Knowledge of general human resources principles, procedures, and practices.
  • Skill in communicating effectively, orally and in writing.

Education and Experience

Bachelor's Degree in Human Resources, Business Administration or related field and three years of increasingly responsible human resources experience or, any combination of targeted job-related education and experience which provides the applicant with the requisite knowledge, skills, and ability to perform the work and that meets applicable requirements of the position may be considered.

REQUIRED LICENSES/SPECIAL REQUIREMENTS

Prospective employees who are likely to have unsupervised access to children, disabled persons or vulnerable adults during the course of employment will undergo a background check clearance based on the laws declared by RCW Chapter 43.43.830. Must complete a Sexual Misconduct Disclosure process with results satisfactory to the district.

This position reports to and is evaluated by the Director for Human Resources.

TERMS OF EMPLOYMENT
  • Work year: September 1 - August 31
  • Work Schedule: 7:30 am - 4:00 pm (Monday - Friday)
  • Base Salary: 2025-26 $85,644 - $105,278 DOE (paid at the 2026-27 salary schedule)
  • Twenty-five (25) annual vacation days; cash-out up to five (5) days annually
  • Thirteen (13) paid holidays
  • Two (2) annual personal days accumulative to four (4); cash-out two (2) days annually
  • Twelve (12) annual sick days
  • Cell phone stipend
