Job Summary

To develop, direct and provide ongoing leadership for day‑to‑day human resources functions, including hiring processes, staffing, compensation analysis, benefit administration, contract administration, and compliance with state and federal laws related to employment, within established policies, goals and philosophies of District 200.

Compensation / Benefits

Salary Range: $77,744 to $99,879 according to the 24‑26 Supervisor Master Agreement. This position qualifies for benefits; details are in the 24‑26 Supervisor Master Agreement.

Supervisory Responsibilities

Directs and supervises the Human Resources Generalist and the Welcome Center/HR Assistant, managing their selection, work assignment, training, evaluation, and other personnel matters.

Human Resource Generalist & Welcome Center/HR Assistant
  • Provides assistance and guidance to district administrators/hiring supervisors in addressing employee performance and discipline issues, contract interpretation, licensure requirements, leaves of absence, etc.
  • Oversees administration of the District’s direct compensation programs: job descriptions, job evaluation and classification, market surveys, contract interpretation, and performance management systems.
  • Ensures timely, effective orientation and ongoing training of department and District staff in all required areas.
  • Develops guidelines and distributes accurate employment, compensation, and benefits information.
  • Guides implementation and assessment of technology‑supported HR systems such as automated substitute system and electronic application process.
  • Assesses recruitment effectiveness and actively recruits for open positions through job fairs and other avenues.
  • Ensures compliance with all applicable state and federal HR laws.
  • Ensures timely and accurate completion of state and federal compliance reports and District reporting responsibilities.
  • Actively represents the district in community‑based and state organizations.
  • Acts as lead resource for District collective bargaining negotiations and serves as lead negotiator as assigned.
  • Gathers and prepares comparative data used during negotiations.
  • Convener on discipline and grievance issues to ensure actions follow applicable laws, regulations, and contracts.
  • Prepares final contracts and Terms and Conditions of employment for distribution and posting upon settlement of agreement.
Staffing and Information/Records Management (35%)
  • Coordinates the staffing process, including posting, application, hiring, and onboarding, ensuring compliance with bargaining contract terms and legal documentation.
  • Assists with the annual staffing process, advises supervisors on employee assignments, and ensures contractual requirements are followed.
  • Processes employee status changes promptly, including recalculation of time, rate verification, and benefit determination.
  • Creates and maintains personnel files and a complete, accurate personnel database.
  • Prepares the Human Resource Personnel Report for School Board approval.
  • Maintains and sends bargaining group seniority lists and monthly union data reports.
  • Assists with public data requests.
Customer Service and Employee Relations (10%)
  • Performs general HR customer service functions by responding to employee questions.
  • Manages compliance and administers employee leave systems; administers leaves and ensures compliance with HIPAA, COBRA, FMLA, PFML, and ADA.
Special Projects (5%)
  • Proposes recommendations for improvements, enhancements, or changes in HR procedures and methods.
  • Attends meetings, workshops, and training sessions to maintain knowledge in related areas.
  • Stays abreast of changing laws and requirements related to work.
  • Performs other job‑related duties as requested or assigned.

Education / Certification Requirements

Bachelor’s or equivalent in human resources, or a closely‑related field.

Experience Requirements
  • Two years of experience in applicable areas of human resources with supervisory experience.
  • Experience in a school district setting preferred.
  • Alternatives to the above qualifications may be accepted by the District.
