Kickapoo Traditional Tribe of Texas is seeking an experienced Human Resources Generalist to support multiple HR functions under the Director. You will help with onboarding, workforce training, employee relations, leave and benefits coordination, performance management, HRIS, and records.

Qualifications

  • Bachelor's degree in HR, business administration, public administration, organizational leadership, or related field with 2+ years HR experience; or
  • Associate degree with 4+ years HR experience; or
  • High school diploma/GED with 4+ years HR experience.
  • Experience using an HRIS and maintaining confidential employment records.
  • Valid driver's license and ability to meet Tribe vehicle-insurability requirements.

Responsibilities

Position Summary

Under the direction of the Director of Human Resources, the Human Resources Generalist performs professional work across multiple human resources functions, including workforce training and development, onboarding, employee relations, leave and accommodation administration, benefits coordination, performance management, training, HRIS and records administration, job documentation, and separation processing. The position interprets and applies Tribal personnel policies and applicable employment requirements, provides consistent guidance to employees and supervisors, protects confidential information, and supports a respectful workplace aligned with the sovereignty, values, and operational priorities of the Kickapoo Traditional Tribe of Texas.

Essential Duties and Responsibilities

Training and Organizational Support

  • Develop or coordinate employee and supervisor training on onboarding, policy, respectful workplace conduct, documentation, performance management, and HR processes.
  • Assist with employee engagement, recognition, retention, succession, and workforce-planning initiatives.
  • Participate in job fairs, community outreach, interdepartmental projects, audits, and special HR initiatives.
  • Perform other related duties consistent with the purpose and level of the position as assigned by the Director of Human Resources.

Employee Relations and Policy Administration

  • Serve as an accessible HR contact for employees and supervisors; explain policies, procedures, benefits, workplace expectations, and available resolution processes.
  • Receive and document workplace concerns; conduct or support impartial fact-finding, interviews, records review, and investigation summaries as assigned by the Director of Human Resources.
  • Advise supervisors on performance documentation, coaching, corrective action, attendance, conflict resolution, and consistent application of policy; elevate high-risk or sensitive matters promptly.
  • Support grievance, appeal, complaint, and separation processes while maintaining neutrality, due process, non-retaliation, and confidentiality.
  • Monitor employee-relations trends and recommend preventive training, policy clarification, or process improvements.

Leave, Benefits, and Employment Actions

  • Coordinate employee leave requests, medical documentation, return-to-work processes, workplace accommodations, and required notices in consultation with the Director and benefits providers.
  • Assist employees with benefit enrollment, qualifying-life-event changes, retirement information, workers' compensation coordination, and referral to appropriate plan administrators.
  • Process and audit personnel actions involving hires, transfers, promotions, compensation changes, leave, evaluations, disciplinary actions, and separations.
  • Conduct exit processing and interviews; ensure timely recovery of Tribal property, access notifications, final documentation, and records retention.

HR Operations, Compliance, and Reporting

  • Maintain accurate, complete, and confidential electronic and physical personnel records in accordance with Tribal policy, retention requirements, and authorized access controls.
  • Maintain HRIS data integrity; conduct routine audits, reconcile discrepancies, and prepare workforce reports, dashboards, and recurring metrics for HR leadership.
  • Maintain current job descriptions, organizational charts, forms, templates, employee handbook materials, and standard operating procedures.
  • Support job analysis, position classification, compensation research, pay-equity reviews, and organizational restructuring projects as assigned.
  • Track required licenses, certifications, evaluations, trainings, and policy acknowledgments; notify departments of approaching deadlines.
  • Maintain current professional knowledge of Tribal employment requirements and other employment standards applicable to the Tribe; identify compliance concerns and refer legal questions to the Director or Tribal counsel.
  • Safeguard medical, investigation, applicant, compensation, and personnel information and disclose it only to authorized individuals with a legitimate business need.

Knowledge, Skills, and Abilities

  • Working knowledge of professional HR principles involving recruitment, employee relations, benefits, leave administration, performance management, training, records, and HR information systems.
  • Ability to interpret and explain policies and procedures accurately, recognize when a matter requires escalation, and apply standards consistently and impartially.
  • Strong interviewing, fact-finding, conflict-resolution, analytical, customer-service, presentation, and business-writing skills.
  • Ability to manage competing deadlines, maintain accurate documentation, analyze workforce data, and exercise independent judgment within delegated authority.
  • Advanced discretion and demonstrated ability to protect confidential and sensitive information.
  • Proficiency with HRIS platforms and Microsoft 365 applications, including Word, Excel, Outlook, PowerPoint, and Teams, or comparable systems.
  • Cultural awareness of and sensitivity to Kickapoo traditions, governmental sovereignty, religious beliefs, community relationships, and ways of life.
  • Ability to communicate effectively with employees, applicants, leadership, service providers, and community members from varied backgrounds. Spanish language proficiency is preferred when it supports service delivery.

Minimum Qualifications

  • Bachelor's degree from an accredited institution in human resources, business administration, public administration, organizational leadership, or a closely related field, plus two years of progressively responsible human resources experience; or
  • Associate degree in a related field plus four years of progressively responsible human resources experience; or
  • High school diploma or GED plus four years of progressively responsible human resources experience. Equivalent combinations must demonstrate professional-level competence across multiple HR functions.
  • Experience using an HRIS and maintaining confidential employment records.
  • Valid driver's license and ability to meet the Tribe’s vehicle-insurability requirements when driving is assigned.

Preferred Qualifications

  • Experience in Tribal government, public-sector, healthcare, gaming, hospitality, or another multi-department organization.
  • Professional certification such as SHRM-CP, PHR, IPMA-CP, or a comparable credential.
  • Experience supporting employee investigations, leave/accommodation processes, job analysis, compensation research, supervisor training, or HR analytics.
  • Bilingual proficiency in English and Spanish.

Conditions of Employment

  • Successfully complete all pre-employment requirements established by the Tribe for this position.
  • Comply with the KTTT Employee Handbook, Code of Conduct, confidentiality requirements, drug and alcohol policies, information-security requirements, and departmental procedures.
  • Maintain any required license, certification, or system authorization throughout employment.
  • Work additional hours or travel locally when necessary to support investigations, orientations, recruitment events, training, or urgent employee matters.

Physical Demands and Work Environment

The position primarily performs professional office work and regularly uses a computer, telephone, and standard office equipment. The employee must be able to communicate, read, analyze records, and remain stationary for extended periods; occasionally move throughout Tribal facilities, attend events, and lift or carry materials weighing up to approximately 20 pounds, with or without reasonable accommodation. Work occasionally involves travel between facilities and exposure to emotionally sensitive or conflict-related matters. The Tribe will consider reasonable accommodations through its applicable process.
