JOB TITLE: HUMAN RESOURCES DIRECTOR
DEPARTMENT: Human Resources
FLSA: Salaried, Exempt
Pay range: $64-75k

JOB SUMMARY: This position is responsible for directing the activities of the Human Resources Department.

MAJOR DUTIES:
  • Prepares, maintains, administers and distributes personnel policies for the county, including grievance and disciplinary policies and procedures.
  • Manages human resource processes, including preparing job advertisements, screening applicants for departmental positions, orienting employees, signing new-hires for payroll purposes, and preparing and maintaining all personnel records.
  • Enrolls employees in insurance and benefit programs, answers policy questions, and reviews monthly statements for accuracy.
  • Supervises the filing of accident claims, files workers' compensation claims, and maintains related records.
  • Enrolls employees in the retirement system, files for retirement on behalf of employees, and answers questions pertaining to the retirement system for employees.
  • Prepares various monthly, quarterly and annual reports using payroll and benefit data for submission to state and federal authorities.
  • Assists all county employees with resolving personnel-related problems; processes employee grievances and complaints.
  • Represents the county at workers' compensation, unemployment insurance, and other hearings and legal proceedings.
  • Performs such general office tasks as answering the phone, preparing copies of records, completing surveys, typing materials, and ordering supplies.
  • Processes employees for random drug screens.
  • Reviews paperwork pertaining to newly hired personnel.
  • Drafts a variety of correspondence and reports; maintains all personnel-related files. Prepares Human Resource Department annual budget.
  • Serves as coordinator for employee involvement in various community projects.
  • Assists other departmental personnel as necessary.
  • Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
  • Knowledge of the principles and practices of public human resources administration, including classification, compensation, recruitment, selection, testing, training, organizational development, benefits administration, employee relations, employee assistance programs, and employee health and wellness.
  • Knowledge of relevant county ordinances, policies and procedures.
  • Knowledge of state and federal laws and reporting requirements as related to payroll and personnel functions.
  • Knowledge of management and supervisory practices.
  • Knowledge of departmental rules, regulations, policies and procedures as related to payroll and personnel processes.
  • Knowledge of general accounting and bookkeeping practices.
  • Knowledge of general office practices and procedures.
  • Knowledge of computers and other modern office equipment.
  • Skill in performing basic mathematical calculations.
  • Skill in maintaining accurate financial records and in preparing reports.
  • Skill in developing short and long range plans.
  • Skill in establishing priorities and organizing work.
  • Skill in the training.
  • Skill in public and interpersonal relations.

SUPERVISIVE CONTROLS:

The County Manager will assign work in terms of very general instructions. Completed work is reviewed for the nature and propriety of the final results.

GUIDELINES:

Guidelines include county ordinances, state and federal laws governing payroll and human resource functions, and departmental policies and procedures. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY:

This position consists of administrative and supervisory tasks in managing personnel related processes.

SCOPE AND EFFECT:

The purpose of this position is to manage the human resource function for the county government. Successful performance helps ensure the efficiency of county payroll and human resource processes and the adherence of county operations to federal and state requirements.

PERSONAL CONTACTS:

Contacts are typically with co-workers, other county employees, employment applicants, attorneys, auditors, elected officials, insurance company employees and the general public.

PURPOSE OF CONTACTS:

Contacts are typically to exchange information, provide services, resolve problems, and motivate personnel.

PHYSICAL DEMANDS:

The work is typically performed while sitting at a desk or table.

WORK ENVIRONMENT:

The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:

This position has direct supervision of the Human Resource Assistant.

MINIMUM QUALIFICATIONS:
  • Knowledge and level of competency commonly associated with the completion of a Baccalaureate degree in Personnel Administration, or Human Resources
  • Management; with five years of progressively responsible technical, personnel and supervisory experience administering a comprehensive human resources program; or any equivalent combination of education, training, and experience. A valid driver's license is desired.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
