Coordinates and confers with department heads and appointed and elected officials to resolve personnel problems, exchange information, and provide guidance; reviews and evaluates departmental operations and procedures; and assists in the development of new personnel programs and services.
Assists in the interpretation and implementation of the County’s personnel manual; works with the County Attorney and Administrator to update the personnel manual; makes recommendations regarding policy changes; and advises the Personnel Committee and County Administrator regarding employment issues.
Performs County payroll and benefits functions; receives and processes job applications; completes and files required paperwork for new hires; collects and prepares employee time sheets; calculates hours worked, records hours and salaries on computer; distributes Direct Deposit notifications to employees; works with employees and financial institutions to resolve payroll issues; works with the Internal Revenue Service to resolve federal reporting issues; generates payroll reports, transfers payroll deposits, and deposits deductibles; and prepares W-2 forms, etc.
Administers benefits program, including health insurance and retirement benefits: prepares, submits, reports to the SC Retirement System; communicates benefits and claim procedures to employees; completes and files necessary benefits paperwork, prepares and mails benefit status statements, and receives and submits benefit payments; assists employees in filing claims and handles claim or coverage problems; bills outside agencies for insurance premiums and bills former employees for COBRA premiums; keeps records of annual and sick leave on all employees; and attends annual seminars to keep up to date with benefits laws and administration and training as required.
Serves as backup for handling building and vehicle insurance for all County-owned property and files claims as necessary.
Receives, reviews, prepares and/or submits a variety of documents such as billing invoices, insurance forms, tax statements, time sheets, job applications, job advertisements, job descriptions, performance appraisals, annual reports, memos, correspondence, etc.; and orders flowers as requested for county employees and submits invoicing for payment.
As time permits, assists the Finance Department and acts as a backup for the Finance Clerk (balancing checking account statements, conducting accounts payable, etc.).
Operates and maintains a variety of equipment such as computer, printer, adding machine, copier, postage machine, telephone, etc.
Acts on employee problems and issues; maintains and updates all job descriptions; and responds to employment inquiries from employees, departments, and organizations.
Assists department heads and appointed and elected officials in the recruitment, interview and selection of new employees; assists department heads and appointed and elected officials in transfer, promotion, disciplinary actions, employment terminations, and pay increases of employees. Prepares all job vacancy advertisements for newspapers and for other external advertising platforms and for in-house advertisement postings; plans and participates in all applicant interviews; and finalizes hiring notifications.

Assists in wage and compensation compliance; administers the workers’ compensation program, benefits and insurance programs, and retirement program; reviews, processes and files documentation and forms; and conducts annual benefits meetings.
Maintains confidential human resources records on present and former employees.
Investigates all claims and reports of harassment as assigned; provides the County Administrator with reports and corrective actions taken; and prepares materials and evidence for use in hearings, lawsuits and insurance investigations.
Represents the County on various committees at meetings related to human resources and safety issues.
Reviews, prepares, and submits a variety of forms, reports, and correspondence such as EEOC reports, payroll sheets, salary and benefits surveys, payroll changes, policies and procedures, benefits forms, budgets, and other documents.
Communicates and interfaces with groups and individuals including the County Administrator, County Attorney, state and federal agencies, department heads, County appointed and elected officials, County employees, service providers, regulatory agencies, and the general public to coordinate work activities, resolve problems, and exchange information.
Maintains and updates the County website and Facebook page.
