Classification: Full-Time, Exempt (40 hours/week) Salary Range: $86,000 – $90,000 annually, DOE

About This Position

The Human Resource (HR) Director serves as the administrative bridge between leadership and staff, and is responsible for the development, implementation, and continuous improvement of Casa Familiar's HR and payroll functions. This includes talent planning, new hire onboarding, employee benefits administration, safety and compliance protocols, performance management, harassment-prevention training, and payroll processing. The Human Resource (HR) Director is responsible for the ongoing revision and updating of HR policies and compliance protocols to ensure they remain current with applicable law and best practice, and stays closely attuned to organizational needs, communicating and acting on them efficiently and in alignment with Casa Familiar's mission and values. This role directly supervises the HR Administrative Assistant.

The Opportunity

Casa Familiar is rebuilding its Human Resources department. HR-related work has continued during this vacancy, handled by staff outside of a dedicated HR role, but the organization is now bringing this responsibility back into a formal HR department. This is an opportunity for the right candidate to not just step into a job, but to build and own the HR function at Casa Familiar: establishing consistent practices, closing gaps left by the vacancy, and shaping how HR operates and grows going forward.

Key Responsibilities

Talent & Performance
  • Leads recruitment, interviewing, hiring, and onboarding of new staff.
  • Conducts pre-employment and background screening.
  • Provides constructive, timely performance evaluations and manages the performance review cycle.
  • Partners with leadership to execute the organization's human resource and talent strategy, including succession planning and retention.
  • Designs learning and development programs that create internal growth opportunities for staff.
  • Directly supervises the HR Administrative Assistant, including delegation, coaching, and performance management.
Payroll & Compensation
  • Processes semi-monthly payroll and verifies time and attendance records.
  • Reviews hours and pay data; detects, reconciles, and resolves payroll discrepancies and errors.
  • Administers compensation and benefits programs, including enrollment and coverage updates.
  • Manages paid time off, vacation accrual, and related reporting.
  • Prepares payroll, HR, and compliance reports on a weekly, quarterly, and annual basis.
  • Works closely with CFO on payroll duties and responsibilities.
Compliance & Risk
  • Proactively identifies and analyzes potential legal and operational risks; alerts the Executive Team and communicates necessary changes to affected staff.
  • Maintains compliance with federal, state, and local employment laws and regulations; continually reviews, revises, and updates policies to sustain compliance.
  • Manages the Injury and Illness Prevention Program (IIPP), workers' compensation claims, and WC audits.
  • Handles unemployment claims and related documentation.
  • Reviews, revises, and manages the employee handbook, policies, and procedures on an ongoing basis to ensure alignment with current state and federal regulations.
  • Manages harassment-prevention training in compliance with California requirements (e.g., SB 1343).
  • Maintains current knowledge of HR, payroll, and employment law trends, best practices, and regulatory changes.
Employee Relations & Records
  • Maintains complete, secure, and up-to-date employee personnel files.
  • Provides guidance to management and staff on complex or sensitive employee-relations matters, including accommodations, workplace investigations, and terminations.
  • Manages employee disciplinary meetings, terminations, and related investigations.
  • Maintains thorough knowledge of employment-related laws and regulations, applying that knowledge to advise management and ensure organizational practices remain compliant.
  • Continually seeks ways to improve employee experience and long-term career development pathways.
  • Supports leadership in upholding Casa Familiar's values and organizational culture.
  • Performs other duties as assigned by the COCO, CPO, and CEO.

Education & Experience

  • Bachelor's degree in Human Resources, Business Administration, or a related field required.
  • Minimum of five (5) years of progressive human resources and payroll management experience required.
  • SHRM-CP or SHRM-SCP certification highly desired.

  • Proficiency with Microsoft Office Suite and payroll systems.
  • Valid Driver's License required, with a driving record that meets Casa Familiar's insurance requirements.
  • English required. Bilingual (Spanish) strongly preferred.

Physical Requirements & Work Conditions

This position requires sitting at a desk or workstation, walking, standing, climbing stairs, hearing, speaking, and the ability to lift up to 25 lbs. Some driving between locations and occasional evening/weekend work may be required depending on the organizational calendar. A background check is required. In compliance with federal law, all persons hired must verify identity and employment eligibility in the United States.
