The Human Resources (HR) Department is responsible for ensuring Washington State Department of Agriculture (WSDA) is compliant with all state and federal labor laws and regulations, collective bargaining agreements, policies, and best practices. The staff within the HR department provides direction and consultation to managers, supervisors, and staff regarding all facets of human resource administration.


ABOUT THE POSITION: WSDA is looking for a dedicated Human Resources professional to be a leader and key contributor to critical agency processes using HR data and reporting.

TheHuman Resources Data & Systems Supervisorprovides expert-level guidance and consultation, independently acting as a point of contact for assigned specialty areas of the Human Resources Department. Specialty areas may include but are not limited to: Human Resources Information Systems (HRIS) actions, HR Data Analytics, HR Reports, HR System Administration, Organizational Management, and Onboarding Operations.

HR data systems are the bedrock every decision and business process in HR is based on and their integrity is essential. We are looking for a candidate who takes pride in the systems they manage and actively looks to innovate new ways to support our customers.

This position is also the HR reporting expert and supports many vital business processes by; regularly providing key reports to facilitate accurate decision making and timely responses to ongoing issues.

We put a lot of work into hiring amazing talent at WSDA and our onboarding process is where we put our best foot forward to welcome our new employees and facilitate their success. This position oversees the HR side of this process and collaborates with IT, Payroll, and division partners to continuously improve this experience for new employees.

Two employees report to this position: an HR Processor and an HR Onboarding Specialist. These positions are often entry points into the field of Human Resources and our ideal candidate loves helping people both succeed in their current role as well as equipping them for whenever they are ready to take the next step.

This position is based out of the Natural Resources Building in Olympia, WA. WSDA embraces modern work environments and processes, and this position is eligible for flexible work hours and telework. To best lead a team that works primarily in-person, this position is expected to work at least 60% of its time in the office.


Important Notes

WSDA is recruiting for a full-time permanent Human Resource Consultant 4 position within the Directors OfficeDivision. This position is located in Olympia, Washington and is non-represented.

The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience. The typical starting salary for this position is:$72,924 - $95,652 annually.Include but are not limited to:

Provideexpertlevelanalysisoncomplex HumanResourcesdata,reports, and systems matters
  • Ensure personnel actions are processed and audited timely and accurately prior to the closing of each payroll cycle.
  • Audit personnel and position actions, perform proactive intervention and/or provide solutions when errors and issues arise.
  • Create and implement standards and procedure to increase turn around time and accuracy rates.
  • Work with divisions to create new processes and tools to assist the agency productivity.
  • Advise on applicable RCW's, WAC's, and CBA laws and rules.
  • Oversee organization charts and structure within HRMS and SharePoint.
  • Work with payroll in developing, implementing, and evaluating HR/Payroll processing forms.
  • Supervise HR Processor and Onboarding Specialist
    • Completes Performance Development Plans and expectations.
    • Approves leave requests and ensure staffing coverage.
    • Monitors required training for staff.
    • Interviews and onboards new employees.
    • Monitors Performance, making applicable action recommendations.

Human Resources Data Analytic Systems Integrity and Reporting Lead
  • Act as the Expert in HRIS reporting provides expert consultation on data, reports, and systems related problems.
  • Provide technical advice and consultations on how best to visualize and report on data.
  • Provide systems training on personnel and position actions and reports to HR staff.
  • Process multifaceted reports addressing highly complex and unprecedented issues, assign reports to other trained reporting staff based on skill level and expertise.
  • Coordinate the annual HR Managers Report with HR Leadership team.
  • Act as the agency's HRMS Data Steward.
  • Provide expert level technical oversight on the Human Resources Management System (HRMS) and Washington Workforce Analytics (WWA)
  • Establish effective prioritizations. resources, and monitors the completion of major project initiatives.
  • Identify problems, analyze, and evaluate deficiencies or difficulties and provide alternatives to management.
  • Run reports for staffing reductions and participate in Layoff Teams as a reporting expert for dates specifications and other HRIS related fields.

Human Resources One WA Change Lead
  • Working under the direction of the HR Section Manager, partners with One WA Staff on project implementation, as HR's HRIS data expert.
  • Analyze HR Data to advise HR management, staff, and employees on HR competencies agencywide.
  • Track and update Management on HRMS and Data related changes. makes and implements improvements as needed.

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

  • Four (4) years of experience and/or education in broad-based professional human resources, including advising and consulting on human resource matters (data, processing, onboarding, recruitment, professional development, organizational management, performance management, classification, investigations, reasonable accommodations, discipline/just cause, generalist functions).
  • Two (2) additional years of demonstrated experience using Washington's States Human Resource Management System (HRMS) to process personnel and organizational management related actions and reports.
  • Three (3) additional years demonstrated professional level human resources experience in one or more of the following areas:
  • Analyzing; policies, laws, rules, or regulations
  • Conducting business analysis
  • Developing requirements or policies
  • Working with Human Resources Information Systems (HRIS)
  • HR data analytics and reporting
  • HR system administration
  • Organizational Management
  • Onboarding operations
  • SharePoint Administration
  • Staffing reductions
  • One (1) year experience supervising or as a lead employee in a professional office setting.

  • Must be able to legally operate a state vehicle to conducting official state business; to include but not limited to obtaining or maintaining a valid and current driver’s license.

Option 2:

  • Four (4) years of demonstrated professional experience business administration, human resources, social or organizational behavioral sciences, or related field or equivalent education/experience.
  • One (1) additional year experience supervising or as a lead in a professional office setting.
  • Four (4) additional years demonstrated experience using Washington State’s Human Resource Management System (HRMS) to process personnel and organizational management related actions and reports.
  • Must be able to legally operate a state vehicle to conducting official state business; to include but not limited to obtaining or maintaining a valid and current driver’s license.

In addition to the above qualifications, the following desired knowledge, skills, and abilities would make your application more competitive:
  • Additional years experience supervising in a professional office setting.
  • Advanced proficiency in Excel or with report manipulation - having the capacity to use Excel's functions, features, and formulas to organize. analyze, and adjust data.
  • PHR, SPHR, SHRM-CP. SHRM-SCP, or CLRP certification.
