Job description

This position exercises considerable independent judgment and decision making and reports to the Second Judicial District Human Resources Supervisor. The ideal candidate will be comfortable working in a professional and fast-paced environment and communicating with employees, managers, judges, job applicants and members of the public. Typical hours are 8:00 a.m. - 4:30 p.m., Monday-Friday, with some flexibility and allows for primarily remote work, if preferred. On-site work at the Ramsey County Courthouse, 15 W. Kellogg Blvd, Saint Paul, MN, and other court locations within Ramsey County will be occasionally required.

Responsibilities

  • Coordinate recruitment and selection activities, provide consultation to hiring managers regarding selection criteria, recruiting methods, applicant tracking system, candidate screening, interview questions, and reference checks.
  • Advise hiring managers on interpretation of labor agreements and human resources rules in relation to hiring. Provide pay recommendations based on analysis of like positions and candidate qualifications.
  • Communicate and build relationships with schools, community groups, and individuals regarding recruitment and represent employer at recruitment events.
  • Participate in statewide committees and workgroups focusing on recruitment, retention and onboarding.
  • Research current recruitment and selection trends, best practices, and labor market and make recommendations.
  • Coordinate onboarding and off-boarding activities.
  • Coordinate employee education and recognition events.
  • Coordinate and conduct portions of new employee orientation bi-monthly.
  • Promote and serve as a resource for diversity initiatives.
  • Provide assistance on various human resources projects.

  • Bachelor's Degree in Human Resources, Industrial and Organizational Psychology, Public Administration or a related field and some experience in a Human Resources and/or court office.

Preferred Qualifications

  • Recruitment and applicant tracking system experience.
  • Court or public sector experience.

Working Conditions

Work is performed primarily in an office setting, courtroom or at a public counter. Work involves contact with persons who may be angry, abusive or threatening. The need to work under pressure in a fast-paced environment while maintaining a calm demeanor and high level of accuracy.

Physical Demands

Work is essentially sedentary with occasional walking, standing, bending, and carrying items up to 25 pounds. Some assignments may require periods of extended sitting, standing or computer use.

Rate of Pay

The expected hiring range for this position for external candidates is $29.13-$37.18/hour based on qualifications and experience.
