Position Summary:

Directs and administers the Human Resource functions for ZMCHD; Ensures consistency and compliance with personnel management matters.

Essential Duties:
  • Directs,coordinates and administers human resources functions, activities, and trainings including workforce development, recruitment/retention,benefit administration, record keeping, employee health and safety,competencyand credentialing, etc.
  • Ensures agency policies and human resources decisionsare in compliance withall state and federal regulations and ORC.
  • Recommends,develops,updatesand interprets personal policies and procedures. Maintains ZMCHD Personnel Policy Manual and ensures accessibility to all staff.
  • Advisesandassists Health Commissioner and leadership team on human resource issues.
  • Recruiting, interviewing, selecting, and orienting employees. Oversees postings or advertisements ofavailable positions, schedule s interviews, and conducts pre-employment background checks, etc.
  • Advisesandassists Health Commissioner and leadership teamwith disciplinary issues and counseling within the scope of authority.
  • Develops and maintains personnel files, personal service contracts, classification specifications, and position descriptions for new and current positions.
  • Performs job audits, conducts labor market survey for wage scaleadjustments and advises and assist in the preparation of the salary scheduleand agency classification plan for Board review and approvalannuallyor other timeframe designatedby the Board of Health.
  • Maintain confidentiality of non-public personnel records, ensuring protection of files and information related to personal information and medical records.
  • Provides guidance to employees and leadership related to Worker’s Compensation procedures and employee benefits. Serves as a liaison for the agency with the County HR office.
  • Works with the Workforce Development Coordinator foragency workforce development; coordinates trainings for the Board of Health, management, and staff; trainings or coordinates training for leadership team on human resource management pertinent to their job.
  • Adhere to ZMCHD policies and procedures. Practices dependable attendance habits.
  • Represent the department and agency favorably to the public. Adheres to the adopted ZMCHD customer service standards.
  • Ensure compliance with standards, laws, and regulations as promulgatedby regulatory agencies such as OSHA, Federal and State government.
  • Maintain and improve knowledge and skills through participation in meetings, trainings, seminars, and in-service training.
  • Directs and coordinates the Personnel Committee for the Board of Health.
  • Direct, coordinate, and administer all FMLA and ADA accommodations.
  • Direct, review and monitor State Personnel claims and Unemployment Claims.
  • HIPAA Compliance Officer for the agency.
  • Additional duties as assigned or requested.

An appropriate combination of education, training, course work and experience may qualify an applicant.
