Job summary

Job description

Support the staffing needs of the school system by partnering with the Deputy Superintendent of Personnel on day-to-day administrative HR functions. This onsite role in Decatur, AL helps ensure properly certified and licensed personnel are recruited, retained, and supported through legally compliant processes, accurate recordkeeping, and coordinated HR services across departments.

Responsibilities
  • Assist in establishing, implementing, and monitoring a legally sound employee selection and retention strategy aligned to the school system vision.
  • Monitor an effective substitute selection and retention strategy.
  • Evaluate and process employee status changes, including assignments, transfers, discipline, promotions, and related personnel updates in accordance with system policy and applicable laws.
  • Assist with data entry of personnel actions to track and monitor employee status changes.
  • Coordinate HR and personnel department activities such as maintaining personnel files, handling on-the-job injury processes, supporting employee drug testing activities, responding to surveys and information requests, maintaining employee profiles, and related functions.
  • Coordinate personnel policy procedures, including grievance procedures.
  • Serve as an internal resource for principals and other supervisory staff on HR topics such as employee relations, policy and procedure interpretation, professional development, employee discipline, and performance management.
  • Provide research support for wage and salary administration.
  • Assist in planning, developing, and revising personnel management policies and procedures in line with local, state, and federal guidelines.
  • Assist with EEOC and OCR complaints and reports.
  • Enhance departmental services by acting as an employee advocate while analyzing opportunities to improve customer service.
  • Coordinate HR/personnel functions with the payroll department as needed.
  • Assist with coordination of special projects related to program review or development of new programs.
  • Assist in conducting investigations related to employee misconduct.
  • Assist in monitoring position control for all system positions.
  • Assist with recruiting, screening, recommending, and employing certified and support personnel, as well as new personnel orientation.
  • Compile information and prepare reports as necessary.
  • Assist with development of job descriptions for new roles and coordinate periodic review and revision of existing job descriptions.
  • Interpret and ensure implementation of laws related to education, Equal Employment Opportunity, ... Family and Medical Leave Act, and Fair Labor Standards Act, including directing submission of required reports and monitoring legislative changes.
  • Maintain confidentiality regarding personnel/staffing and other related HR information.
  • Maintain professional expertise through participation in local, state, and national HR organizations and professional development opportunities.
  • Perform other duties and responsibilities as assigned by the Deputy Superintendent of Personnel or other supervisors.
Requirements
  • Education: Master’s Degree (or higher) strongly preferred in Education, Business Administration, and/or Human Resources Management from an accredited college or university.
  • Experience: 3 years successful experience in School Administration, or 5 years of experience in Public Administration, Business Administration, or Human Resources.
  • Knowledge of HR functions, practices, and related employment and education laws and regulations.
  • Excellent organizational, time-management, and problem-solving skills.
  • Ability to work effectively in a team environment.
  • Strong interpersonal skills and excellent oral and written communication skills.
  • Ability to handle confidential and sensitive information professionally.
  • Knowledge of database management, plus understanding of spreadsheet and graphing.
  • Ability to read and interpret instructions related to Student Assessment distribution and acceptable practices, and communicate clearly to facilitate proper test practices and use of data.
  • Ability to apply fractions, percentages, ratios, and proportions to determine schools’ accountability.
  • Ability to collect data, organize materials, schedule meetings, meet scheduling deadlines, and calculate needs and abilities of personnel.
  • Ability to work with all personnel within the system while maintaining professional decorum despite adversity or disagreement.

Schedule: 12 months/240 days

Compensation: Salary to be established by the Decatur City Schools’ District Salary Schedule, with verification of prior public school teaching experience required using the board’s specified process for in-state and out-of-state service, full-time academic year requirements, and sick leave transfer documentation when applicable.

Work environment and physical demands: Work is usually moderately quiet. Tasks may include sitting, standing, walking, using hands to handle objects/equipment/controls, talking and hearing frequently, occasional reaching, stair climbing, bending, stooping, squatting, crouching, kneeling, and occasional lifting/pushing/pulling/carrying up to 50 pounds. Vision abilities include near vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Requires operating a computer, a copy machine, and other communicative devices.
