Job summary

Westlake Chemical in Brownsville, TX, is seeking a Human Resources Business Partner II to coordinate and support plant management HR activities, resolve employee issues, communicate corporate policies, and provide training for staff. This role partners with managers on discipline decisions, supports recruiting and onboarding, and manages HRIS/payroll data.

A bachelor’s degree and 5–7 years HR experience are required, with SHRM/HRCI certification preferred.

Responsibilities

• Counsel plant managers, supervisors and employees on HR policies, benefits, and relations.
• Administers activities related to plant employment practices.
• Assist with recruiting, screening, interviewing, hiring and promoting of employees.
• Advise on employee relations issues, complaints and terminations.
• Ensure progressive discipline policies are applied fairly and consistently.
• Prepare employees for assignments by conducting orientation and training programs.
• Assist with employee development plans and HR-related training.
• Oversee the administration of compensation, benefits, vacation, sick leave, and attendance programs.
• Participate in compensation surveys, job evaluations, promotions or adjustments with Total Rewards.
• Maintain accurate HRIS and Payroll data in Workday and Kronos.
• Handle local HR admin duties including invoicing and filing.

SUMMARY

The Human Resources Business Partner II is responsible for coordinating and supporting plant management human resources activities at the manufacturing facility(ies). Activities include resolution of employee issues, communication of corporate policies and procedures, providing training and educational programs; supporting management in union avoidance tactics for non-union plants, counseling with managers/supervisors on significant discipline and termination decisions for employees.

DUTIES AND RESPONSIBILITIES

• Counsel plant managers, supervisors and employees on various human resources activities to include policies and procedures, benefit plans, job-related concerns and issues, interpersonal relationships with peers and supervisors.
• Administers activities related to plant employment practices.
• Assist with recruiting, screening, interviewing, hiring and promoting of employees.
• Advises and assists plant managers and supervisors with employee relations issues, complaints and terminations.
• Ensures progressive discipline policies are administered fairly and consistently.
• Prepare employees for assignments by establishing and conducting orientation and training programs for employees.
• Assist local and HR management in executing employee development plans to maintain the highest level of qualified personnel
• Conducts human resources related training.
• Oversee the administration of compensation, benefits, vacation, sick leave, absence programs for employees.
• Participates in compensation surveys, job evaluations, promotions or adjustments in conjunction with Total Rewards.
• Responsible for accurate recording and data entry of employee information in HRIS and Payroll (Workday and Kronos).
• Responsible for local plant HR administrative duties including invoice coding and processing, bulletin board maintenance, maintaining files and assisting with Plant events.
• Any additional duties and tasks as required.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

• Bachelor’s degree in industrial relations, Labor Relations, Human Resources, Business Administration or related field.
• SHRM or HRCI certified professional preferred.
• 5-7 years progressive HR experience.
• 3+ years’ experience in a generalist/functional role with exposure to compensation, performance management, training.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, or crouch.

WORK ENVIRONMENT:

The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
