Job Description:
The Oregon Department of Emergency Management (OEM) is excited to announce an opening for a Human Resource Business Partner (Human Resource Analyst 2). The OEM is growing and is seeking one (1) experienced HR Business Partner to join our dynamic HR team. Summary of Duties:
As a Classification & Compensation Coordinator, you will:
- Serve as the primary point of contact in the Human Resources section for classification and compensation projects and questions.
- Perform classification analysis, which includes conducting desk audits, and reviewing position descriptions and classification specifications. Allocate positions within the statewide classification system. Prepare narrative reports. Initiate work-out-of-class (WOC) as appropriate.
- Upon notification from executive leadership, prepare reclassification and position establishment documentation including updated position descriptions and organizational charts, classification reviews, and business case information. Submit documentation to DAS CHRO for pre-review. Submit DAS pre-review approvals to budget partners.
- Serve as the OEM Equal Pay Coordinator and actively monitor incoming requests to Pay Equity, Pay Differential, Pay Allowances and Classification Tracker ensuring completion of all critical information and forms are included.
- Request, track and monitor missing information and forms, such as job rotation, WOC agreements, etc. and follow up as needed.
- Serve as the primary point of contact for managers for position management and answer questions regarding the status of desk audit and reclasses.
- Ensure submitted position descriptions are up to date in the latest approved template and are appropriately completed, and when necessary, transfer outdated position descriptions into the new template.
- Upload, review and finalize signed Position Descriptions and complete associated actions into Workday.
As the OEM Recruiter, you will:
- Serve as the primary point of contact in the Human Resources section for all recruitment activities.
- Collaborate with hiring managers to determine desired attributes and develop and post job announcements. Collaborate with hiring managers to identify candidate pools and place advertisements or outreach as needed.
- Facilitate interview panels to provide guidance in the recruitment process. Train interview panel members on unconscious biases.
- Guide managers in reference check and background check processes. Remind managers of onboarding tools and processes as needed.
- Conduct New Employee Orientation for new employees, prepare pay equity assessments and offer letters.
As the Employee Leave Coordinator, you will:
- Serve as the agency’s FMLA/OFLA coordinator and coordinate with Sr. HR Business Partner on leave related to ADA, Workers Comp, and return to work options.
- Receive inquiries and applications from employees seeking family and medical leave, and review forms for completeness to ensure all required information is provided. Request additional information verbally or in writing to ensure all relevant information is received.
- Establish an open line of communication with employees applying for FMLA/OFLA leave. Notify DAS Payroll Services when employees will be on an extended leave without pay.
- Evaluate leave requests to determine the eligibility requirements and prepare official designation letters and eligibility notice letters
As the Workday Liaison, you will:
- Review, monitor, and track position and position related data including position numbers, PICS data, double-fill, temporary, and unbudgeted positions in Workday.
- Generate and audit position reports. Research discrepancies and correct data.
- Once budgetary approval for position changes have been obtained, work with budget partners to process data in Workday.

What do you need to qualify? Minimum Qualifications:
A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority and two years of Human Resource professional-level experience related to the position; OR
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position; OR
Five years Human Resource experience related to the position. Three of the five years must have been at the professional level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.

- Excellent communication and interpersonal skills to support hiring managers and provide a positive candidate experience.
- Experience in classification & compensation, recruiting & selection, and Protected Leave.
- Experience with performing data entry in Workday, running Workday reports, providing Workday support to employees and managers.
- Proven attention to detail, follow-through, and organizational skills in managing your workload and ensuring process accuracy. Ability to work independently with minimal supervision while also being a collaborative team player who contributes to shared goals.
- Proven ability to manage multiple priorities in a fast-paced environment by effectively planning, organizing, and executing tasks to meet tight deadlines while maintaining high standards of accuracy and professionalism.
- Demonstrated exceptional attention to detail in reviewing, analyzing, and maintaining records, updating internal systems, and ensuring accuracy and consistency in tracking, auditing, and processing sensitive information.

- The salary listed is the non- Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.

- This position follows a hybrid work schedule, requiring on-site presence at our Salem office two days per week, Tuesday & Wednesday.
