Job summary

Qualifications

  • Bachelor's degree in HR or related field required.
  • 3–5 years HR experience across employee relations, performance, compensation, and employment law.
  • Proficiency with Microsoft Office and HR systems; Banner experience a plus.

Responsibilities

  • Serve as main contact for managers and staff to explain HR service delivery.
  • Administer HR plans, including FMLA and reasonable accommodations, with escalation to HR Director when needed.
  • Assist drafting and implementing policies and procedures.
  • Perform compensation and payroll duties under HR leadership.
  • Coordinate employee health insurance programs and disability benefits.
  • Provide HR policy guidance and interpret policies for employees.
  • Lead meetings with client groups and participate in staff meetings.
  • Counsel line management and influence decision making on HR matters.
  • Support strategic projects with executives and department heads.
  • Analyze HR trends with Centers of Excellence to develop programs and policies.
  • Lead employee relations by investigating issues and analyzing data with regulatory partners.
  • Maintain knowledge of legal requirements to mitigate risk and ensure compliance.
  • Provide day-to-day performance guidance, coaching, and disciplinary actions.
  • Collaborate to improve work relationships, morale, and retention.
  • Partner with external teams to analyze climate surveys and identify development opportunities.

Job description

Touro University California offers an HR Business Partner role based in Henderson, NV with an in-person work location. This position partners with multiple schools and administrative departments to deliver HR services and support both strategic and day-to-day people operations. The role includes a comprehensive benefits package and opportunities to contribute to policy, employee relations, performance management, organizational climate improvements, and HR analytics.

Responsibilities
  • Serve as the primary point of contact for managers and employees to understand the HR service delivery model and request HR support.
  • Administer HR plans and procedures for client groups, including managing FMLA and Reasonable Accommodations processes; escape unique issues to the Director of Human Resources for guidance.
  • Assist with drafting, developing, and implementing policies and procedures as needed.
  • Perform Compensation and Payroll duties under the direction of the Head of HR.
  • Act as the point person for employee health insurance programs, including short-term and long-term disability, dental, vision, health, retirement plans, qualified tuition reduction plans, and the employee assistance program.
  • Provide HR policy guidance and interpretation to employees.
  • Conduct regular meetings with client groups and participate in appropriate staff meetings.
  • Consult with line management by providing HR guidance and, when appropriate, influencing decision‑making.
  • Support strategic projects in collaboration with Executive Management, Deans, Department Heads, and other stakeholders.
  • Analyze HR trends and metrics with HR Centers of Excellence to develop solutions, programs, and policies.
  • Lead Employee Relations efforts by managing and resolving complex issues, conducting thorough and objective investigations (often with the Office of Institutional Compliance), conducting exit interviews, and analyzing data to identify trends and recommend next steps to the Human Resources Director.
  • Maintain in‑depth knowledge of legal requirements for day‑to‑day employee management to reduce legal risk and support regulatory compliance in partnership with the legal department as required.
  • Provide day‑to‑day performance management guidance to line management, including coaching, counseling, career development, and disciplinary actions.
  • Work with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Collaborate with an external partner to design, implement, and analyze organizational Climate Survey results; provide results to HRD and CEO; identify organizational development opportunities and facilitate employee training program identification and creation.
Requirements
  • Bachelor’s degree required
  • 3 to 5 years of Human Resources experience with working knowledge of HR services, including employee relations, performance management, compensation, talent management, recruitment, organizational development, and employment law
  • Proficiency in Microsoft Office Suite including Word, Excel, Power Point, and Outlook
  • Experience with HR systems and technology, including Banner
  • Exceptional analytical problem solving, collaboration, and matrix management skills
  • Demonstrated proficiency in communication (written and verbal)
  • Overall business acumen, ethical decision making, and relationship management skills
  • Professional in Human Resources (PHR) or SHRM Certified Professional (SHRM-CP) highly preferred
