Job summary

Maricopa County's Human Resources department seeks a Human Resources Associate to guide employees and managers through policies, and help shape recruitment strategies while maintaining accurate records and strong service delivery.

You will manage leave cases, advise on accommodations, and ensure smooth operations with compliant documentation, reports, and engaging training sessions across the organization.

Qualifications

  • One year of experience in a human resources environment.
  • Bachelor’s degree in HR, business administration, public administration, or related field; additional HR experience may substitute on a year-for-year basis.
  • HR certification from an accredited organization such as SHRM, HRCI, or IPMA.

Responsibilities

  • Interpret HR policies and provide guidance to employees and managers.
  • Develop and implement recruitment strategies and coordinate hiring, onboarding, and offboarding.
  • Manage ADA cases from initiation to closure and advise on accommodations.
  • Manage FMLA, parental leave, and disability leave while ensuring policy compliance.
  • Review timecards, apply leave codes, and coordinate with departments to resolve discrepancies.
  • Prepare HR correspondence, maintain records and reports to support management decisions.
  • Design and deliver HR training modules tailored to organizational needs.
  • Support HR Analysts and assist with investigations and employee relations.

Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. The position is eligible for overtime compensation for all hours worked over 40 in the designated workweek.

As a Human Resources Associate, you’ll guide employees and managers through HR policies and help them find clear, supportive solutions. Qualifications

We Require One year of experience working in a human resources environment

Bachelor’s degree from an accredited college or university in human resources, business administration, public administration, or a closely related field Additional human resources experience may substitute for the education requirement on a year-for-year basis

We Also Value Experience supporting public service–focused environments

Experience using the Workday HRIS platform Customer service experience HR certification from an accredited organization, such as SHRM, HRCI, or IPMA

Job Contributions
  • Interpret Human Resources policies and procedures, providing clear advice, direction, and information to employees and managers on a wide range of HR matters
  • Develop and implement recruitment strategies by identifying candidate sources, updating job descriptions, and partnering with management throughout interviews and selection, while also coordinating department hiring, onboarding, and offboarding processes to ensure a seamless experience and full compliance with applicable employment laws
  • Manage ADA cases from initiation to closure by reviewing medical documentation, leading the interactive process, preparing correspondence, and tracking cases through the AbsenceSoft system; provide recommendations and guidance to departments regarding accommodation approvals and denials
  • Manage leave case administration, including FMLA, Parental Leave, Donations of Leave, and Short- and Long-Term Disability, ensuring compliance with laws and policies; advise employees and management on rights, obligations, and procedures, and maintain accurate and thorough documentation throughout each case
  • Review, audit, and edit employee timecards to ensure accurate payroll processing; verify and apply correct leave coding for all leave case types; coordinate with departments to resolve discrepancies; and oversee leave without pay approvals in accordance with policy
  • Prepare complex and sensitive HR correspondence, documents, and forms that support personnel actions, position management, compensation, and payroll; review materials for accuracy, completeness, and policy compliance
  • Maintain records, spreadsheets, and reports for HR activities in compliance with department policies and procedures, and conduct research, compile statistical data, and prepare reports to support management decision-making
  • Design and deliver engaging training modules tailored to organizational needs, and participate in the implementation of HR policies, procedures, audits, and related projects
  • Serve as a backup to HR Analysts by providing guidance and recommendations on complex Human Resources matters, including personnel management, selection processes, discipline, leave issues, and grievance resolution
  • With direct guidance and direction from an HR Business Partner or HR Manager, support managers and employees with employee relations concerns and assist with investigations by gathering information and preparing reports for disciplinary or grievance-related actions
Work Conditions

Work will occur in an office and field environment and may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, fumes, dust, mists, gases, poor ventilation, and other related conditions and situations. This position is eligible for hybrid flexibility after a brief training period.

Required Skills

Manual dexterity to operate computers and office equipment; intermediate to advanced proficiency in Microsoft Word, PowerPoint, Excel, Workday HRIS, and OnBase; ability to use standard office tools such as printers, scanners, and copiers; and familiarity with communication and virtual collaboration platforms such as Microsoft Teams and email, with the ability to learn additional HR, payroll, and case management systems as needed. Ability to exert up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, and requires walking/standing to a significant degree.
