Job summary

Air Mobility Command is seeking a qualified employee to perform the full spectrum of military personnel programs at the JBCHS Transaction Service Center in the Goose Creek area. The role supports assignments, training, compensation, benefits and ID cards for naval commands and related locations.

The successful candidate will have experience with military HR policies, pay rules, data systems and office automation, along with strong communication and data-entry skills.

Qualifications

  • Knowledge of a standardized body of military personnel regulations and procedures relating to military assignments and of the format, content, and uses of the military personnel records.
  • Knowledge of basic military organizational structure, protocol, and similar matters.
  • Knowledge of general office administrative and clerical procedures.
  • Knowledge of the military personnel automated system and various office automation hardware, software programs, tools, and techniques to support office operations.

Job description

The primary purpose of this position is to perform the full range of military personnel programs (assignments, training, compensation, benefits, ID cards) in support of the JBCHS Transaction Service Center (TSC) for supported naval commands in the local area as well as geographically separated supported locations.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support positions, 0203 Series.

SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in the application of a comprehensive body of military HR policies, rules, processes and procedures related to pay and personnel management to perform a variety of interrelated military HR support work and resolve support issues and problems in one or more military HR specialties; Knowledge of command goals and objectives as well as the systems, processes and procedures regarding the monitoring of various pay and personnel management programs and research of associated inquiries; Knowledge of and ability in the application of various data and information systems and online military resources utilized in pay and personnel management.

OR EDUCATION:

Successful completion of four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a standardized body of military personnel regulations and procedures relating to military assignments and of the format, content, and uses of the military personnel records and the procedures and requirements regarding their maintenance sufficient to process a variety of requests for personnel actions. Knowledge of basic military organizational structure, protocol, and similar matters. Knowledge of general office administrative and clerical procedures (qualified typist not required). Knowledge of the military personnel automated system and various office automation hardware, software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, and graphs. Ability to communicate effectively, orally and in writing, and maintain effective work relationships. Skill in entering and retrieving data and correcting data errors in military pay/personnel system(s). Knowledge of a body of standardized military pay rules, regulations, laws, allowances and procedures; the data system(s) used to support military pay actions; and federal debt collection rules and regulations sufficient to interpret/analyze/apply regulations and procedures related to military claims, travel, indebtedness and pay.

PART-TIME OR UNPAID EXPERIENCE:

Creditwill be given for appropriate unpaid and or parttime work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., PeaceCorps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
