Job summary

The Louisiana Department of Health is seeking a Human Resources professional to join the Office of the Secretary's Human Resources team in East Baton Rouge Parish. The role focuses on payroll and benefits processing, leave management, and coordinating with state agencies to support employees.

The ideal candidate will have multiple pathways to qualify (three years HR experience; six years in any field; or a bachelor’s degree) and may be appointed probationary or promotional.

Qualifications

  • Three years of human resources experience; OR six years of full-time experience in any field; OR a bachelor’s degree.
  • EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • Must follow policies and procedures to maintain compliance with federal and state requirements, Civil Service rules, and organizational policies.
  • Skills must align with HR payroll, benefits, and leave processes.

Responsibilities

  • Manages employee benefits transactions, including health, supplemental insurance, and FSA processing.
  • Reviews and processes FMLA and parental leave requests, including eligibility determinations and related documentation.
  • Processes and verifies employee retirement transactions, including retirement-related forms and inquiries.
  • Conducts payroll and benefits audits, identifies discrepancies, and takes corrective action to ensure accurate and timely payments.
  • Processes and audits employee payroll transactions, including new hires, prior-period adjustments, leave payments, and employee deductions.
  • Maintains accurate payroll and benefits records and ensures data integrity between HR systems and payroll.
  • Provides employee assistance and guidance regarding payroll, benefits, retirement, leave, and insurance matters while coordinating with state agencies and benefit partners.

Human Resources Analyst B - $21.61 hr / $1,728.80 bi-weekly

Human Resources Analyst C - $24.31 hr / $1,944.80 bi-weekly
