Job summary

Columbia Housing Authority is seeking an HR Support position to assist the Chief Human Resources Officer with onboarding, benefits administration, payroll processing and HRIS data input. The role also covers staffing, compensation, performance evaluation administration, wellness, training and development, employee relations, safety, and risk reporting.

  • Administers CH employee benefit/retirement plans by coordinating new employee enrollment; open enrollment; benefits records; reconciling invoices and ledger records; COBRA for former employees.
  • Manages HR programs across responsibilities; responds to inquiries; maintains personnel data; prepares reports; updates SOPs; file management.
  • Prepares and enters payroll, verifies timecards and deductions; maintains payroll records; submits data to general ledger.
  • Reviews insurance invoices for accuracy; coordinates with finance and brokers to resolve discrepancies.
  • Prepares retirement data; processes payroll checks/ direct deposits; provides customer service on HR policies and actions.
  • Assists with internal employee investigations; drafts/performs input on performance improvement plans; supports appraisals.
  • Works on reconciliation reports; maintains documentation of staffing, recruitment, training, grievances, and discipline.

Salary Range: $45,300 $61,100 $77,000

Summary

The primary purpose of this position is to provide support for the Chief Human Resources Officer by performing a variety of technical, administrative, and analytical human resources functions. Specific HR services will include onboarding, benefits and retirement administration, payroll processing, staffing, compensation, performance evaluation administration, wellness, training and development, employee relations, filing and personnel file preparation, human resource information systems data input, tracking and reporting, and safety and risk. The incumbent also assists with recruitment activities.

All activities must support Columbia Housing’s (“CH”) mission, strategic goals, and objectives.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Administers CH employee benefit/retirement plans by coordinating new employee enrollment; facilitating enrollment upon employee qualifying events; coordinating the annual open enrollment process; maintaining benefits enrollment system and employee benefits records in appropriate systems; reconciling benefits invoices on a weekly, biweekly, and monthly basis and ledger records on a quarterly and annual basis in coordination with Finance staff; and coordinating the COBRA process for former employees and retirees to continue benefits after employment with CH.
  • Administers activities related to federal and state laws and regulations governing human resources practices including but not limited to the Fair Labor Standards Act, Work Authorization and Employment Eligibility Verification, Family and Medical Leave Act, Americans with Disabilities Act, Worker’s Compensation, SC Deferred Compensation
  • Coordinates and administers various human resources programs within assigned areas(s) of responsibility by performing duties, including responding to personnel inquiries; maintaining databases of personnel data; researching and/or compiling data for reports; providing recommendations for program improvement; creating and updating department SOPs; personnel file management and other related activities.
  • Prepares and enters payroll into payroll system, including verifying employee timecards, deductions, and labor allocations; calculates and maintains payroll records; calculates taxes and benefit deductions; prepares and maintains federal, state, and other required payroll records and reports; uploads payroll data to the general ledger, including salary and benefit allocations, and maintains confidential payroll records.
  • Reviews insurance invoices to verify accuracy of employee premiums and payments. Coordinates with finance and insurance brokers to handle discrepancies.
  • Prepares and maintains retirement data to be submitted for each employee.
  • Process payroll checks/direct deposits.
  • Provides information and excellent customer service to employees, supervisors, managers, and the public regarding human resources policies and procedures; answers questions and provides information regarding personnel actions, employee records, and other related matters; works to resolve complaints efficiently and in a timely manner.
  • Assists with conducting and documenting internal employee investigations. Works to address employee performance concerns including drafting and/or reviewing of Performance Improvement Plans (“PIP”). May review and provide input for performance appraisals.
  • Works on various reconciliation reports, resolving differences between various types of human resources data. Maintains documentation relating to personnel activities such as staffing, recruitment, training, grievances, and disciplinary actions.
