Job summary

Credence is seeking a Human Capital & Force Development Specialist to support military personnel management, civilian HR, manpower planning, and force development within a major DoD Center environment.

The role will advise on manpower guidelines, lead end-to-end personnel lifecycles, and coordinate with AFPC and Functional Home Offices to optimize staffing and recruitment while ensuring compliance with federal hiring rules.

Qualifications

• Experience with DoW/military HR management and force development programs.
• Ability to advise on manpower guidelines, policies, and documentation procedures.
• Proven capability in data-driven manpower analyses and strategic planning.
• Strong written and verbal communication for executive briefings and staff summaries.
• Practical experience handling civilian hiring packages (RPAs, CPDs, job justifications).

Responsibilities

• Oversee personnel actions across the employee lifecycle: onboarding, hiring, performance management, awards, and admin milestones.
• Maintain and update rosters such as UPMR and UMD; support organizational charts.
• Advise leadership on manpower guidelines and documentation procedures.
• Conduct analyses to forecast staffing needs and resource allocations.
• Coordinate civilian recruitment pipelines and regulatory compliance (Title 5/10).
