Job summary

Henry County Government seeks a skilled administrator to manage federal and state grant funds for community development across Henry County and its municipalities. You will oversee rehabilitation and disposition of residential properties, ensure HUD compliance, and prepare reports and bid documents.

The role requires knowledge of HUD regulations, local building codes, and grant administration, with strong project and financial management skills.

Qualifications

• Prefers a Bachelor's degree in a related field and two (2) years of experience in housing rehabilitation, construction trades, code enforcement, or federal grant administration (CDBG/HOME/NSP) or equivalent combination of education and experience.

Responsibilities

• Administer federal and state grant funds for community development in Henry County and municipalities.
• Oversee contractors in purchase, rehabilitation and disposition of residential properties.
• Manage housing rehabilitation projects funded by CDBG, HOME and NSP.
• Prepare clear and concise reports and correspondence; analyze and compile information.
• Prepare rehabilitation work write-ups with work specifications and cost estimates.
• Solicit bids, evaluate bids, and recommend contractors for award.
• Provide HUD regulation guidance to owners, buyers, and contractors.
• Conduct site visits to monitor rehabilitation activities and wage interviews as applicable.
• Monitor grant compliance and affordability periods.
• Ensure eligibility of properties for acquisition and/or rehabilitation.
• Review applications to determine eligibility per HUD guidelines.
• Develop and update policies governing program administration.
• Provide financial management and budgets for grant projects; manage expenses and audits.
• Maintain comprehensive contract and payment records; secure deeds and invoices.
• Provide technical assistance to sub-recipients and stakeholders.
• Support external HUD audits.
• Conduct Environmental Reviews per regulations.
• Assist in drafting Consolidated Plans and CAPER reports.
• Manage Subrecipient awards and reconcile reimbursement documents.
