Job summary

Lee County is seeking a proactive Contracts Supervisor to lead a contracts team within the Department of Human & Veterans Services. The role oversees the full lifecycle of contracts funded by federal, state, and local sources, including HUD programs, HOME, ESG, and Opioid Settlement funds.

The ideal candidate will supervise staff, refine policies, ensure regulatory compliance, manage budgets and reporting, and build partnerships with agencies while guiding procurement and audit responses.

Qualifications

• Bachelor's degree in public administration, social work, or related field and 1 year in human services or related area.
• Knowledge of HUD programs, government contracting and funding.
• Strong analytical skills to interpret regulations and financial documents.
• Excellent written and verbal communication; ability to manage multiple deadlines.

Responsibilities

• Supervise and develop the contracts team, including recruitment, workload management, coaching, training, evaluations, and progressive discipline.
• Refine operational systems, policies, and workflows to improve staff efficiency.
• Manage the full contract lifecycle: scope development, legal coordination, negotiation, and execution.
• Ensure compliance with federal, state, and local requirements for HUD programs and other funding sources.
• Collaborate with finance on budgets, reimbursements, fiscal monitoring, and audits.
• Oversee data collection and reporting for HUD and other agencies.
• Cultivate relationships with partner agencies and resolve contract issues.
