Job summary

AlphaGov, a Casa Moon LLC d/b/a AlphaGov, seeks a HUD Consolidated Plan Consultant to support Hidalgo County’s community-needs assessment and HUD-compliant planning deliverables. This is a remote-first, project-based role with travel to client sites as needed.

You will assess housing and homelessness, coordinate program requirements, and contribute past-performance narratives to proposals. Must have hands-on HUD planning experience and familiarity with CDBG, HOME, ESG, and HOPWA.

Qualifications

• Hands-on HUD Consolidated Plan, Annual Action Plan, Analysis of Impediments, or closely related planning experience
• Knowledge of CDBG, HOME, ESG, HOPWA, citizen participation, and HUD data or reporting requirements
• Comfortable as a 1099 / project-based collaborator with travel as needed for client on-sites

Responsibilities

• Assess housing, homelessness, community-development, special-needs, and public-service conditions using demographic and program data
• Facilitate stakeholder and resident engagement and translate findings into documented priorities
• Develop needs assessments, strategic goals, annual-action linkages, performance measures, and implementation recommendations
• Coordinate HUD program requirements, fair-housing considerations, data sources, schedules, and review cycles
• Contribute HUD consolidated-planning qualifications and past-performance narrative to AlphaGov proposals when permissioned
