• Review local policies, codes, programs, incentives, preservation tools, and institutional capacity.

• Develop actionable policy options, prioritization criteria, implementation steps, and performance measures.
• Contribute housing-policy qualifications and past-performance narrative to AlphaGov proposals when permissioned.
