Qualifications

• Knowledge of Section 8 and Tax Credit certifications.

Responsibilities

• Oversee Compliance Specialists and direct their work.
• Manage recertifications for a portfolio of units.
• Ensure leases are signed and processed with PHAs.
• Submit monthly reports to senior management and PHA.
• Maintain vacancy and waiting lists, prequalify referrals.
• Coordinate rent collections and resident certifications.
• Support other duties as assigned.

Areas of Responsibility and Job Requirements

Oversees Compliance Specialists. Leads and directs the work of others to ensure compliance needs are met. In addition, has a portfolio of their own units to complete recertifications and the list of other items under the compliance Specialist. When applicable, ensure compliance with all Public Housing Authority’s (PHA) regulatory and leasing requirements for a Section 8 Project Based Voucher (PBV) property.

Responsibilities include, but are not limited to:

• Directly supervise Compliance Specialists.
• Ensure appropriate leases are signed by residents.
• Submit leases online to PHA in a timely manner.
• Ensure lease charge adjustments are updated based on PHA rent determination.
• Complete and submit monthly reporting required by senior management and the PHA.
• Maintain property vacancy list and PHA provided applicant waiting list.
• Prequalify income & screening of applicant referrals for unit vacancies.
• Track and maintain all transfer inquiries and work with PHA on processing requests.
• Handle the collection of rent payments and security deposits.
• Assist residents with annual and interim recertification requests to PHA.
• Performs additional duties as assigned/needed.
• High School Diploma or equivalent

Minimum Years of Experience Required:

• 5+ years’ management experience in affordable multi-family leasing or compliance in affordable housing with recertification experience

Additional Knowledge, Skills and Abilities:

• Bilingual in Spanish, Mandarin and/or Cantonese is a plus (ability to read, write, and speak)
• Proficiency in computer applications including Microsoft Office MS Excel, required
• Proficiency in Yardi Affordable, required, and experience with entering lease charges
• Blended Section 8 &Tax Credit Certification, required
• General knowledge of property management department functions such as: A/P and A/R, various housing subsidies, rent stabilization, leases, site marketing, and unit leasing, required
• Knowledge of Section 8 rent determination.
• Experience in supervising staff, preferred
• Strong organizational skills with high attention to detail
• Must have excellent communication skills
• Bilingual, Spanish is a plus.

Competencies/Essential Job Functions:

This position consists mainly of sedentary work.
