About the Opportunity
Teal Energi is supporting a major, multi-building construction program in the central Texas area, requiring experienced safety leadership across the buildings program.
We are seeking an experienced Health, Safety, Security & Environmental (HSSE) Manager to lead site safety performance, implement the project-specific HSSE plan, and ensure compliance with OSHA regulations, client requirements, and established project procedures. This individual will provide visible field leadership, oversee hazard identification and mitigation, and work closely with construction management, superintendents, subcontractors, and field personnel to promote a proactive, zero-incident safety culture.
The ideal candidate brings extensive construction safety experience, a strong understanding of high-hazard construction activities, and a proven ability to lead safety programs across complex industrial, commercial, or mission-critical construction environments.
Compensation includes:
- Base salary based on experience and qualifications
- Straight-time pay for qualifying overtime hours
- Daily per diem for eligible candidates
Key Responsibilities:
- Implement and administer the project HSSE plan, ensuring compliance with OSHA requirements, client and contractor rules, site-specific requirements, and established project procedures.
- Provide visible, hands-on safety leadership across active construction areas and promote accountability at all levels of the project.
- Partner with construction management, superintendents, foremen, and subcontractors to integrate safety into daily planning, work execution, logistics, and project decision‑making.
- Monitor overall safety performance and promote continuous improvement through proactive hazard recognition, employee engagement, and field-level coaching.
- Communicate safety expectations, emerging risks, and corrective actions to project leadership and field personnel.
Hazard Identification & Field Safety Oversight
- Lead and oversee job hazard analyses (JHAs), activity hazard analyses (AHAs), safe task analyses (STAs), pre-task planning, safety observations, inspections, and audits.
- Provide field oversight for high-risk activities, including elevated work, fall protection, lifting and rigging, hot work, mobile equipment, scaffolds, aerial lifts, electrical exposures, simultaneous operations, and controlled access.
- Verify that required training, site orientations, operator qualifications, competent-person assignments, permits, and safety documentation are completed before work begins.
- Identify unsafe conditions and work practices, implement corrective measures, and track deficiencies through resolution.
- Coordinate with construction teams and subcontractors to address hazards, work‑area constraints, and changing site conditions before they affect personnel or project execution.
Incident Investigation & Regulatory Compliance
- Investigate incidents, near misses, and high‑potential events to determine root causes and develop effective corrective and preventive actions.
- Ensure corrective actions are implemented, documented, and communicated to relevant project personnel.
- Maintain compliance with OSHA 29 CFR 1926, project safety requirements, and applicable environmental and site security procedures.
- Coordinate emergency response planning, first‑aid readiness, rescue planning, severe‑weather response, and other emergency preparedness requirements.
- Support regulatory inspections, client audits, internal reviews, and other compliance activities.
- Maintain accurate HSSE records, inspection reports, incident documentation, training records, and other required project documentation.
Performance Monitoring & Continuous Improvement
- Track HSSE leading and lagging indicators, including incident trends, near misses, safety observations, inspection findings, training compliance, and corrective‑action closure.
- Review safety performance trends and identify areas requiring additional resources, training, procedural changes, or management attention.
- Coach managers, superintendents, foremen, employees, and subcontractors on hazard recognition, safe work practices, and individual accountability.
- Encourage proactive reporting, employee participation, and consistent application of safety standards across all contractors and work areas.
- Support a collaborative approach to preventing serious incidents and maintaining safe, efficient construction operations.
Qualifications:
Required Qualifications
- 8+ years of construction safety experience, including at least 3 years in a site safety leadership role on complex industrial or commercial construction projects.

- Strong communication, coaching, problem‑solving, documentation, and organizational skills.
- Ability to work onsite Monday‑Friday with flexibility for extended hours, early starts, weekends, and schedule‑recovery coverage as project demands require.
- Bachelor's degree in occupational safety, construction, engineering, environmental science, or a related field preferred; equivalent relevant experience will be considered.
Preferred Qualifications
