Key Responsibilities
Safety Assistance & Site Presence
- Conduct daily/routine walk-throughs of the yard, docks, and work areas to identify hazards, unsafe conditions, or non-compliant behavior.
- Assist in stopping unsafe work and escalating hazards to the HSE Manager or supervisors.
- Support incident and near-miss reporting, investigation, and documentation.
- Help maintain job hazard analyses (JHAs), safety data sheets (SDS), and permit-to-work systems (hot work, confined space, lifting operations, etc.).
- Participate in toolbox talks and daily safety briefings.
Employee Onboarding
- Facilitate new-hire safety orientation, including a review of the employee handbook, site-specific safety rules, and yard policies.
- Ensure all onboarding documentation (handbook acknowledgment, training sign-offs, medical/fit-for-duty forms as applicable) is completed and filed.
- Coordinate with HR to ensure new employees complete required pre-employment and onboarding safety steps before starting yard work.
- Serve as a point of contact for new employees' safety-related questions during their initial weeks.
PPE Issuance & Management
- Issue PPE (hard hats, safety glasses, hearing protection, gloves, steel-toe boots, high-visibility clothing, fall protection, respiratory protection, etc.) to new hires, contractors, and visitors per job/task requirements.
- Maintain PPE inventory, reorder stock, and track issuance records by employee.
- Inspect PPE condition periodically and manage replacement of damaged or expired equipment.
- Educate employees on proper use, care, limitations, and inspection of assigned PPE.
Safety Training
- Deliver or coordinate required safety training, including but not limited to: PPE use, hazard communication (HazCom), fall protection, confined space entry, lockout/tagout (LOTO), crane and rigging awareness, fire prevention, first aid/CPR, and emergency response procedures.
- Maintain accurate training records and certification tracking; flag expiring certifications for renewal.
- Assist in developing or updating training materials and safety procedures relevant to marine yard operations (e.g., dockside hazards, shipyard equipment, working near water).
- Support drills (man overboard, fire, evacuation) and emergency preparedness exercises.
Administrative & Compliance Support
- Maintain HSE records, training logs, PPE issuance logs, and inspection checklists in accordance with company and regulatory requirements.
- Assist with preparation for internal and external audits/inspections (OSHA, USCG, ISO, client audits).
- Support the HSE Manager with reporting metrics (incident rates, training completion, PPE compliance).
Qualifications
Required
- High school diploma or equivalent.
- 1-3+ years of experience in a safety, HSE, or training support role, ideally in a marine, shipyard, industrial, or construction environment.
- Working knowledge of PPE requirements and general workplace safety practices.
- Strong organizational skills with attention to detail for recordkeeping and documentation.
- Good communication skills; comfortable speaking to individuals and small groups.
- Ability to walk yard/dock areas, climb ladders/stairs, and work outdoors in varying weather conditions.
Preferred
- OSHA 10 or OSHA 30 certification (General Industry or Maritime).
- Experience in a shipyard, marine terminal, or similar maritime/industrial setting.
- First Aid/CPR/AED certification (or willingness to obtain).
- Familiarity with USCG regulations, ISO 45001, or similar HSE management systems.
- Prior experience with HR onboarding processes or employee handbook administration.
Work Environment & Physical Requirements
- Primarily outdoor marine yard/dockside environment; exposure to noise, weather, heights, and heavy equipment.
- Requires wearing PPE at all times in designated areas.
- Ability to lift/carry up to 30-40 lbs (PPE stock, training materials).
- May require occasional work near water and around vessels, cranes, and industrial equipment.

The HSE & Training Advisor supports the safe operation of the marine yard by promoting a strong safety culture, coordinating new-employee onboarding, issuing and tracking personal protective equipment (PPE), and delivering or arranging safety training. This role acts as a frontline safety resource for yard personnel, contractors, and visitors, ensuring compliance with company policy, OSHA/USCG and other applicable maritime and industrial regulations, and helping maintain an incident-free work environment.
