Overview

The HSE Manager is responsible for developing, implementing, and overseeing health, safety, and environmental programs to ensure compliance with regulations and promote a safe and healthy work environment. They work closely with management, employees, and regulatory agencies to identify risks, implement preventative measures, and foster a safety culture within the organization.

A successful candidate will be an experienced HSE professional with extensive knowledge in health, safety, and environmental disciplines. The candidate should possess a high level of technical expertise, demonstrated experience in change management, and a commitment to continuous organizational improvement. Must be process-driven to ensure safety processes are followed and effectively managed. Additionally, the candidate should have excellent interpersonal and communication skills and be able to apply critical thinking in urgent situations.

Qualifications

• Bachelor’s degree in an HSE-related discipline is preferred.
• Minimum of five (5) years of work experience in the HSE field is required, with preferred experience in Root Cause Analysis (RCA).
• OSHA Maritime / General Industry Outreach Instructor experience is preferred.
• ISO experience is beneficial.
• Current or ability to obtain Transportation Worker Identification Credential (TWIC).
• Bi-lingual (English/Spanish) skills are preferred.
• Proficient in Microsoft Office Word, Excel, and Outlook.

Working Conditions

• Clear motor vehicle report for driving purposes.
• Exposure to outdoor elements in all weather conditions, including extreme heat, cold, dust, rain, wind, high humidity, during day and night shifts, and noise.
• Ability to work beyond standard office hours, including holidays, nights, and weekends, as operational needs dictate.
• Ability to travel locally and non-locally as required.
• Must pass Pulmonary Function and Respirator Fit Tests.
• Access to climb and use egress ladders to access ship holds and cranes.

Responsibilities

• Coordinate and conduct on-site inspections to audit working conditions and ensure safe practices.
• Administer safety and quality orientation for all new employees.
• Ensure compliance with federal, state, and local regulations; participate in reviews and inspections.
• Report safety incidents and quality defects via the company’s internal platform.
• Manage inventory and distribution of personal protective equipment (PPE).
• Verify and document employee equipment operator certifications and recertifications.
• Manage incident case investigations, including RCA and PIR.
• Promote safe work practices, emergency procedures, and PPE usage.
