Job summary

Verdun Oil Company in Houston seeks a senior HS&E subject-matter expert to manage occupational safety compliance, incident investigations, and HS&E data integrity. You will lead root-cause analyses, maintain regulatory reporting, and coordinate with OSHA, TWC, and environmental regulators.

Qualifications

• Bachelor’s degree in occupational safety, environmental health, or a related field.
• 10 years of experience in oil and gas or a similar industrial sector.
• Minimum of 5 years leading HS&E roles in oil and gas.
• Experience conducting incident investigations and root cause analysis.
• Familiarity with OSHA recordkeeping and reporting requirements.
• Strong MS Office skills, especially Excel and Power BI.
• Experience with ISNetworld or similar contractor prequalification platforms.
• Certificates in root cause analysis methods (e.g., TapRooT or Kelvin Top-Set) and OSHA 10/30 are a plus.

Responsibilities

• Maintain OSHA Forms 300, 300A, and 301, including recordability decisions and annual summary posting.
• Serve as the company’s point of contact for OSHA and regulatory reporting in Texas.
• Track regulatory changes affecting upstream operations and advise leadership.
• Lead investigations with operations leaders and train field supervisors as leads.
• Own corrective action process and verify sustained effectiveness.
• Produce lessons learned from investigations and share with crews.
• Ensure accuracy and timeliness of HSE data in ISNetworld and related systems.
• Define leading indicators and report trends to leadership via Excel/Power BI.
• Oversee contractor HSE performance and prequalification processes.
• Maintain HSE training curriculum and coordinate delivery.
• Visit field locations to verify systems are effective in practice.

Position Summary

This position is the company’s subject-matter expert for occupational safety compliance, incident investigation, and HS&E management systems. The position owns the integrity of the company’s HS&E data and reporting, leads investigation and root cause analysis of significant events, maintains company HS&E policies and procedures, and serves as the company’s primary point of contact with OSHA and with the Texas Railroad Commission and Texas Commission on Environmental Quality on safety-related matters. The position also supports environmental regulatory reporting in a coordinating role, owning the underlying event data, threshold screening, and tracking to closure in a manner that facilitates permitting and environmental submissions by the regulatory function. This is a senior individual-contributor role requiring strong, trusting relationships with Operations. The position holds unconditional stop-work authority and a defined escalation path, both described below.

Essential Duties and Responsibilities

This position comes with the following minimum set of responsibilities and requires an individual to be proficient in performing the listed duties.

• Maintain OSHA recordkeeping Forms 300, 300A, and 301, including recordability decisions, annual summary posting and certification, and electronic submission where required.
• Serve as the company’s point of contact for OSHA and for events requiring reporting to regulatory bodies in Texas. Support inspections and agency inquiries and track commitments to closure.
• Track regulatory changes affecting upstream operations and advise leadership on operational impact.
• Facilitate lower-severity investigations with an Operations leader in the chair, quality-review investigations closed by others, and train and qualify field supervisors as investigation leads.
• Own the corrective action process: track to closure, verify effectiveness rather than completion, and accelerate overdue items.
• Issue field-usable lessons learned from every closed significant-event investigation and confirm they reach the crews.
• Own the accuracy, completeness, and timeliness of HSE data in the incident management system, ISNetworld, and related systems — entry rules, controlled vocabularies, validation, user training, and audit.
• Trend high-potential and SIF-potential events and keep severity-potential classification accurate so exposure stays visible independently of outcome.
• Define, publish, and review the leading indicator set, and report performance and trends to leadership through Excel and Power BI.
• Screen releases against applicable reporting thresholds, document each determination, and route reportable events to the environmental and regulatory function.
• Maintain HSE policies and procedures, including revision control and verification that field locations hold current versions.
• Own the ISNetworld account and contractor qualification systems, including documentation, compliance monitoring, and client and contractor requests for information.
• Set HSE expectations with contractors before work begins and verify orientation and training requirements are met.
• Review contractor HSE performance beyond prequalification scores, include contractor events in company trending, and apply escalation criteria up to removal from company work.
• Maintain the HSE training curriculum, driven by investigation findings and data trends, and deliver or coordinate its delivery.
• Visit field locations on a defined cadence to observe work, engage crews and supervisors, and verify that HSE systems work in the field and not only on paper.
• Support driving and motor vehicle safety, including journey management, motor vehicle record review, and applicable DOT requirements.
• Support emergency response planning and drills and lead after-action reviews following significant events.
• All other duties and responsibilities assigned by management.

Qualifications & Skills

Education/Experience

• High school diploma or equivalent required.
• Bachelor’s degree in occupational safety, environmental health, or a related field preferred.
• 10 years of experience in oil and gas or a similar industrial industry.
• Minimum of 5 years of experience in leading HS&E roles in the oil and gas field.
• Experience conducting incident investigations and root cause analysis.

Other Skills

• Familiarity with OSHA recordkeeping and reporting requirements.
• Ability to maintain confidentiality of sensitive personal, incident, and investigation data.

Computer Skills

• Full knowledge of MS Office, with an emphasis on Excel and Power BI.
• Working knowledge of ISNetworld or other contractor prequalification platforms.

Certificates and Licenses

• Certification in a formal root cause analysis methodology like TapRooT or Kelvin Top-Set.
• OSHA 10 or 30-Hour General Industry or Construction certification a plus.
