Job summary

Plymouth Housing is seeking an HRIS & Operations Analyst to manage daily ADP Workforce Now administration, ensure data integrity, and oversee leave workflows and compliance for 400+ employees.

You will coordinate payroll/benefits transitions, support regulatory reporting, audits, and SOPs, and partner with Payroll, IT, and external vendors to streamline total rewards processes.

Qualifications

  • Bachelor’s degree in HR, business administration, finance, or related field.
  • Five+ years total HR experience.
  • Three+ years in administering health/ welfare benefits, retirement plans, and compensation.
  • Experience with HRIS, data auditing, reporting, leave administration, compliance workflows, and vendor coordination.
  • Strong employee communication and vendor-management experience.
  • Experience in a unionized environment preferred.
  • Nonprofit experience with 403(b) fiduciary oversight preferred.
  • PHR or SHRM-CP certification preferred.
  • CEBS certification preferred.

Responsibilities

  • Administer ADP Workforce Now: maintenance, security access, employee support, data validation, reporting, troubleshooting.
  • Process and verify lifecycle changes: hires, separations, transfers, title/pay changes, deductions, benefits, and leave-status updates.
  • Conduct HRIS data audits, correct errors, maintain accurate records across HR, payroll and benefits.
  • Manage FMLA, WA PFML, WA L&I claims; support reporting and audits; maintain SOPs; partner with Payroll, Benefits, IT, and vendors.
  • Provide responsive, customer-focused service while improving total rewards operations.
  • Support compliance reporting: OSHA 300, EEO-1, ACA, census, carrier file feeds.
  • Generate standard/ad hoc HRIS reports for leadership and audits.
  • Develop/maintain SOPs for HRIS, leave, reporting, and compliance workflows.
  • Serve as backup for open enrollment and vendor coordination.
  • Collaborate with IT and cross-functional teams on system upgrades and policy updates.
  • Identify opportunities to improve HRIS workflows and data integrity.

SALARY

$88,462 - $98,779

New hires may earn a salary ranging from the minimum to the midpoint of the pay scale, with education and experience taken into consideration.

About This Role

The HRIS & Operations Analyst manages daily ADP Workforce Now administration, HR data integrity, leave workflows, and compliance processes supporting Plymouth Housing’s 400+ employees. This role helps ensure accurate employee records, timely payroll and benefits updates, effective leave administration, and reliable reporting across the employee lifecycle.

The HRIS & Operations Analyst administers FMLA, Washington Paid Family and Medical Leave (WA PFML), and Washington Labor & Industries (L&I) claims; supports regulatory reporting and audits; maintains standard operating procedures; and partners with Payroll, Compensation and Benefits, IT, and external vendors. This position provides responsive, customer-focused service while identifying opportunities to streamline total rewards operations and improve the employee experience.

Primary Responsibilities
  • Administer ADP Workforce Now, including system maintenance, security access, employee support, data validation, reporting, and routine troubleshooting.
  • Process and verify employee lifecycle changes, including new hires, separations, transfers, title and pay changes, deductions, benefits, and leave-status updates.
  • Conduct regular HRIS data audits, identify and correct errors, and maintain accurate records across HR, payroll, and benefits systems.
  • Manage FMLA, WA PFML, union leave provisions, and Washington L&I claims, including documentation, tracking, communication, and return-to-work coordination.
  • Partner with Payroll on wage compliance, terminations, leave changes, union pay provisions, and seamless payroll and benefits transitions.
  • Complete or support required compliance reporting, including OSHA 300 logs, EEO-1 reporting, ACA reporting, benefits audits, census reporting, and carrier file feeds.
  • Generate standard and ad hoc HRIS reports to support leadership decision-making, compliance, audits, and operational needs.
  • Develop, maintain, and improve standard operating procedures for HRIS administration, leave management, reporting, and compliance workflows.
  • Serve as backup support for open enrollment, vendor coordination, and other Compensation and Benefits activities.
  • Partner with IT and cross-functional teams on system upgrades, process automation, policy updates, and other total rewards initiatives.
  • Identify opportunities to improve HRIS workflows, strengthen data integrity, and increase operational efficiency.

Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, Finance, or a related field required.
  • Five or more years of overall Human Resources experience.
  • Three or more years of hands‑on experience administering health and welfare benefits, retirement plans, and compensation programs.
  • Experience with HRIS administration, employee data auditing, reporting, leave administration, compliance workflows, and vendor coordination.
  • Strong employee communication and vendor-management experience.
  • Experience working in a unionized environment strongly preferred.
  • Nonprofit experience, including 403(b) fiduciary oversight, preferred.
  • PHR or SHRM-CP certification preferred.
  • CEBS certification preferred.
