Job description

Accentuate Staffing is seeking a highly skilled and hands‑on HR & Payroll Manager to lead payroll operations and support core human resources functions for a client in Raleigh, NC. This role is responsible for ensuring accurate and compliant payroll processing, administering benefits, supporting employee relations, and driving process improvements across HR and payroll functions. The ideal candidate is a self‑driven leader who takes ownership of their work, operates independently after onboarding, and proactively identifies opportunities to improve processes, reporting, and overall operational efficiency. This position partners closely with leadership to support company growth and scalability.

Responsibilities
  • Manage and process accurate, timely multi‑state payroll
  • Maintain payroll records including deductions, garnishments, benefits, bonuses, and PTO balances
  • Perform payroll general ledger reconciliations and support month‑end close activities in partnership with accounting
  • Ensure payroll tax compliance and coordinate filings with third‑party providers
  • Own payroll and HR components of the annual budgeting process
  • Analyze payroll and HR‑related P&L variances and provide insights to leadership
  • Coordinate payroll and labor reporting during monthly close and budgeting cycles
  • Manage unemployment claims and mitigate related risks
  • Onboarding and offboarding processes
  • Administer employee benefits and coordinate annual open enrollment
  • Maintain employee records and HRIS systems
  • Support employee relations matters and respond to employee inquiries with professionalism and confidentiality
  • Coordinate recruiting logistics, including scheduling and candidate communications
  • Assist with performance management processes and HR initiatives
  • Ensure compliance with federal, state, and local employment laws
  • Lead and coordinate organizational training programs
  • Identify and implement process improvements across HR and payroll functions
Requirements
  • Bachelor’s degree in Human Resources, Accounting, Business Administration, or related field preferred
  • HR certifications (SHRM-CP, SHRM-SCP, PHR, etc.) preferred
  • 5+ years of payroll and/or HR management experience
  • Strong understanding of payroll processing, payroll taxes, payroll accounting, and GL integration
  • Experience with payroll reconciliations and month‑end close processes
  • Solid knowledge of HR compliance and employment regulations
  • Experience with HRIS and payroll systems
  • Advanced Excel skills (e.g., VLOOKUP, Index/Match, data analysis, reconciliations)
  • Excellent organizational, communication, and problem‑solving skills
  • Proven ability to work independently while managing multiple priorities
  • Experience in the construction industry
  • Familiarity with systems such as SAGE Intacct, SAGE ERP, ADP, Paylocity, WorkMax, or ServiceTrade
  • Working knowledge of accounting principles
  • Experience with Power BI, Power Query, or AI tools for reporting and automation
  • Strong process orientation with exceptional attention to detail
