Job summary

County of Anoka seeks a Manager, Human Resources - Organizational Development to lead a team within the HR department, prioritizing workloads, coaching staff, and coordinating with county leaders. This is a full-time, exempt, hybrid position with a strong emphasis on organizational development.

The role supports talent strategy, leadership development, and employee engagement, while ensuring compliance with laws and policies. Interviews occur the week of Sept. 21, 2026.

Qualifications

• Requires a bachelor’s degree and at least 5 years of job-related experience.
• Equivalent combination of education and experience may be substituted.
• Knowledge of HR laws and employment practices preferred.

Responsibilities

• Manage a team within HR subfunction and provide direction to contributors and supervisors.
• Partner with HR leadership to implement talent strategy including recruiting and retention.
• Administer organizational development, training and employee engagement programs.
• Lead LMS activities and develop learning materials and workshops.
• Ensure compliance with state, federal laws and county policies.
