Job summary

The College of New Jersey is seeking an HR Operations Analyst to lead Oracle HCM and the Applicant Tracking System, ensuring data integrity and reporting accuracy across the candidate lifecycle. Responsibilities

  • Maintain Oracle HCM and Applicant Tracking System to support recruiting, hiring, employment, and payroll processes, including integrations and data accuracy.
  • Process mass data loads and salary increases for payroll; maintain organizational tree and position management updates; resolve system discrepancies.
  • Lead quarterly Oracle updates with testing scripts and cross-functional approvals; coordinate testing across HR, Finance, IT, and Payroll.
  • Develop and maintain HRIS reports and metrics, including IPEDS reporting; combine data from multiple sources using Excel.
  • Perform other duties to support Office of Human Resources operations.

External salary: Range 24/$76,286.63 - $86,957.46

UNION POSITIONS:The internal salary range is used for applicants who are current NJ state employees with underlying classified status for promotional calculations who meet the requirements below. Position Overview

Reporting to the Interim Director of Operations and Recruitment Services, the HR Operations Analyst serves as the functional lead for the Oracle HCM and our Applicant Tracking system, ensuring the integrity, security, and continuity of employee data across the entire candidate lifecycle. This role reviews system integrations, audits data across systems, and maintains the institutional organizational structure within the HRIS.

As a key cross-functional collaborator, the Analyst partners with Information Technology, Finance, and Payroll to lead quarterly system updates, develop comprehensive testing scripts, and troubleshoot data discrepancies. Additionally, this position acts as the point of contact for all data reports, leveraging advanced Excel skills and deep Oracle HCM/Applicant Tracking System expertise to deliver critical institutional reporting, compliance metrics (such as IPEDS), and provide strategic insights to streamline the department's business processes. This position is responsible for the technical health and evolution of the HR systems, conducting data audits, leading quarterly software upgrades, and conducting end-to-end testing of new features to ensure seamless operational continuity.

Responsibilities
  • Maintains the Oracle HCM and our Applicant Tracking System to support employee services functions (recruiting, hiring, employment, separation, leaves of absence, performance review, compensation management, benefits). This includes monitoring the integrations between our Applicant Tracking System and Oracle, identifying, deciphering, and correcting any errors. The position is involved in department cross-functional process improvement projects and works closely with all members of HR, Information Technology, Finance, and Payroll. Manage documentation and training for end users as necessary.
  • Responsible for processing mass data loads to end employees' job records and processing salary increases for biweekly payroll processing. Perform regular data audits to ensure employee records are accurate. Maintain the Organizational tree structure design of Divisions, Departments, and Locations within the Oracle HCM module. Maintain Oracle's Position management table updates. Troubleshoot all TCNJ Directory questions and updates. Works with HR functional areas and institutional partners to resolve system discrepancies and ensure operational continuity.
  • In conjunction with the HR, Payroll, Information Technology, and Finance team, develops and executes an implementation plan for quarterly Oracle updates. This includes developing and revising as required, functional test scripts to ensure continuity of business processes. Facilitates review and testing by impacted functional areas. Responsible for coordinating all HR team members in testing of any system/process enhancements implementations within Oracle HCM, including the Finance and Payroll modules.
  • Responsible for all HRIS system reporting and metrics. Develops and maintains scheduled and ad hoc HRIS reports for internal and external clients. Deliverables include but are not limited to HR data for the annual IPEDS reports and all contractual union-mandated reporting. Works closely with the Software Development Specialist in developing higher-level complex reporting in Oracle HCM. Able to combine multiple sources of data from across campus by using advanced Microsoft Excel skills.
  • Performs other duties as necessary to support the effective operation of the Office of Human Resources.
Qualifications
Required
  • NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
  • Seven (7) years of professional experience in different aspects of administration and business practices; including design and implementation of policy and procedures, vendor service contracts and improving and updating management practices.

  • Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
  • OR
  • Possession of a master's degree; and two (2) years of the above-mentioned professional experience.
  • OR
  • Possession of a Doctor of Philosophy degree or a Doctor of Education degree; and one (1) year of the above-mentioned professional experience.
  • Three to five years working with integrated HRIS systems. Previous experience working with a payroll and HRIS system (Peoplesoft, Oracle, Workday, ADP, etc).
  • Advanced Microsoft Excel skills including VLOOKUPs, pivot tables, and macros.
  • Basic to intermediate querying skills.
  • Demonstrated knowledge of human resources operational functions including recruitment, employment lifecycle management, compensation administration, HRIS systems, and workforce data governance.
  • Strong organizational and analytical skills, effectively managing work flow. Extremely detail oriented, with strong communication stills.
