Job summary

MV Transportation is seeking a Human Resources Manager in Irvine, CA to direct administrative functions for the workforce, serve as liaison between employees and management, and oversee recruitment, screening, and retention initiatives.

Qualifications

• Minimum five (5) years of HR management experience.
• At least three (3) years supervising HR for a workforce of comparable size and complexity.
• Knowledge of federal and California employment laws, employee relations, recruitment, workforce planning, and personnel administration.
• Experience supporting recruitment, retention, labor compliance, and workforce development.
• Strong leadership, organizational, communication, conflict resolution, and problem-solving skills.
• Bachelor's degree in HR or related field; professional certification desirable.

Responsibilities

• Sourcing, recruiting and hiring employees.
• Maintaining financial, payroll, personnel, reporting, and other records as needed.
• Developing and implementing innovative recruitment approaches to find and attract talent.
• Establishing a hiring process including reviewing applications or resumes, screening applicants, interviewing potential employees, and conducting reference and background checks.
• Ensuring all personnel records are accurately maintained including training, certifications, and compliance.
• Administration of compensation and benefit programs.
• Addressing concerns or complaints from staff and investigating, documenting findings.
• Developing initiatives to improve employee satisfaction and retention, minimize turnover.
• Shaping organization policies to stay compliant and enhance performance.
• Developing and revising job descriptions and training checklists.
• Monitoring staffing levels and communicating with leadership on changes needed.
• Ensuring on-time and objective employee evaluations and reviews.
• Participating in regular meetings to ensure contract performance goals.
• Ensure employment laws compliance and equal opportunity requirements.
• Acts as EEO/AA officer and liaison with employee representatives.
• Develop, implement and monitor HR programs supporting recruitment, onboarding, retention, and workforce planning.
• Recruitment and onboarding strategies to maintain staffing levels and reduce turnover.
• Coordinate with management to address staffing shortages and planning needs.
• Maintain knowledge of applicable labor laws and regulations.
• Coordinate with management and subcontractors on qualification and background checks.
• Support management in recognition, engagement, and retention initiatives.
• Maintain records and reports and provide to client as requested.
• Attend meetings and be available during normal and emergency hours.
