Job summary

National Steel and Shipbuilding Com in Bremerton on-site is seeking an HR Labor Relations Specialist to provide broad human resources support, including employee relations, onboarding, and leave administration, while ensuring compliance with company policies and federal, state, and local laws.

The role partners with the HR Manager to support organizational objectives and maintain positive employee relations.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field preferred.
  • Minimum five years of HR experience in employee relations, compliance, HR operations or labor relations.
  • Experience in manufacturing, shipyard, or unionized workforce preferred.
  • PHR/SHRM-CP or equivalent certification preferred but not required.
  • Experience with HRIS platforms such as SuccessFactors or PeopleSoft preferred.

Responsibilities

  • Provide guidance on HR policies, benefits, and leave administration.
  • Assist with conflict resolution, investigations, disciplinary actions, and performance management.
  • Assist with interpretation of collective bargaining agreements and grievance administration.
  • Coordinate with HR Shared Services regarding HRIS transactions, benefits, payroll, compliance, and centralized HR functions.
  • Maintain employee records and HR documentation per legal requirements.
  • Advise employees and supervisors on HR policies and employment questions.
  • Support investigations, disciplinary actions, and performance management processes.
  • Coordinate leave administration and employee support activities.
  • Prepare reports and maintain documentation; support HR compliance and operations.

PURPOSE AND FUNCTIONS

This is an on-site position that provides broad human resources support to include employee/union labor relations, onboarding, and leave administration while ensuring compliance with company policies, collective bargaining agreements, and applicable federal, state, and local employment laws. The HR Labor Relations Specialist partners with the HR Manager to support organizational objectives, maintain positive employee relations, and deliver responsive HR services that support operational success.

The HR Labor Relations Specialist coordinates HR-related processes but does not serve as the sole administrator or owner of corporate benefits, leave, payroll, or centralized HR programs.

EDUCATION, EXPERIENCE & CERTIFICATIONS
  • Education
    • Bachelor’s degree in Human Resources, Business Administration, or related field preferred
    • Associate degree with equivalent combination of education and experience may be considered
  • Experience
    • Minimum of five (5) years of progressively responsible Human Resources experience supporting employee relations, compliance, HR operations, and/or labor relations
    • Experience in supporting a manufacturing, industrial, shipyard, or unionized workforce preferred
  • Certifications/Licenses
    • PHR, SHRM-CP, or equivalent HR certification preferred but not required
  • Preferred qualifications
    • Experience with HRIS platforms such as SuccessFactors or PeopleSoft preferred

RESPONSIBILITIES

  • Coordinate with NASSCO HR Shared Services regarding HRIS transactions, benefits, payroll, compliance, and other centralized HR functions
  • Maintain employee records and HR documentation in accordance with company and legal requirementsKey Duties

PHYSICAL REQUIREMENTS
  • Regularly required to sit, use hands and fingers, speak, hear, and operate office equipment
  • Ability to occasionally lift, carry, or move office materials and supplies
  • Ability to walk throughout the office, production, and shipyard environments, as needed
  • May occasionally board vessels, enter production areas, and wear required PPE including hard hat, safety glasses, and steel-toed footwear
  • Ability to work in industrial environments with varying temperatures, noise levels, and conditions as required
WORKING RELATIONSHIPS
  • Reports to HR Manager in collaboration with the regional HR Director
  • Works closely with employees, supervisors, hiring managers and HR partners
ADDITIONAL REQUIREMENTS
  • Regular, reliable attendance is required
  • Must comply with all company safety, security, and regulatory requirements
  • Must be able to obtain and maintain required site access credentials, including DBIDS or CAC access if applicable
  • Must become familiar with and comply with the Employee Handbook, Standards of Business Ethics and Conduct, and collective bargaining agreements

Additional duties may be assigned in support of business operations

Regular, reliable attendance on-site is an essential function of the job. Must have dependable transportation. Weekend work and/or extended hours may be required. Must be able to access all work locations, including government and private shipyards and/or vessels.

Pay Range: $33.81-$44.38 per hour

The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity. At NASSCO Bremerton we anticipate making salary offers between the minimum and midpoint of salary range. Offers will be based on experience, abilities, and knowledge similar to the NASSCO Job being applied for NASSCO employees performing similar work.

As a NASSCO team member, you (and your family) will have access to medical, dental, vision, basic and supplemental life insurance, and other voluntary insurance benefits. Additionally, NASSCO employees earn paid vacation from date of hire, accrued at 2.31 hours for every week worked, seven paid holidays, and one personal day per year. Team members participating in a 401(k) retirement plan will receive a 6% match on a 6% enrollment election. Additionally, we offer tuition and training reimbursement(s).
