City of The Dalles is seeking a seasoned Human Resources Director to lead all HR functions for municipal operations. You will guide talent acquisition, employee relations, compensation, benefits, compliance, performance management, policy administration, and employee development.

You will provide HR guidance to department leaders and City leadership, interpret employment laws, monitor wage and hour compliance, oversee risk management, and participate in labor relations and negotiations to

Responsibilities

  • Lead HR functions including talent acquisition, employee relations, compensation, classification, benefits, compliance, performance management, policy administration, and development.
  • Provide HR guidance to department leaders and City leadership.
  • Coordinate wage/hour compliance, discrimination laws, workers' compensation, safety, ADA, EEO, COBRA, FMLA, OFLA, Oregon pay equity, and related regulations.
  • Coordinate City risk management and assist with reducing liability exposure.
  • Participate in collective bargaining and labor negotiations; assist with labor agreements administration.
  • Advise management on hiring, promotions, discipline, termination, and other employment decisions.
  • Oversee performance management and ensure evaluations are completed on time.
  • Address grievances and investigations involving workplace concerns or misconduct.
  • Manage recruitment, onboarding, and related processes.
  • Serve as EEO/ADA resource and coordinate responses to discrimination or accommodation matters.
  • Maintain personnel records and documentation per legal and labor agreement requirements.
  • Review and update job descriptions, classifications, compensation, and salary schedules.
  • Administer employee benefits enrollment and renewal activities.
  • Complete I-9 and personnel action records; ensure compliance.
  • Inform employees and management of changes to laws, policies, and labor agreements.
  • Participate in City management team to improve operations and service delivery.

This position is responsible for a broad range of HR activities, including talent acquisition, employee relations, compensation, classification, benefits, compliance, performance management, policy administration, and employee development.

  • Provide HR guidance and support to department leaders, employees, and City leadership.
  • Interpret and communicate applicable employment laws, regulations, policies, and labor requirements.
  • Monitor compliance with wage and hour requirements, employment discrimination laws, workers' compensation regulations, workplace safety requirements, disability accommodation laws, EEO requirements, COBRA, FMLA, OFLA, Oregon pay equity requirements, and other applicable regulations.
  • Coordinate the City's risk management activities and assist with evaluating and reducing potential liability exposure.

Finance and Payroll Support
  • Assist the Finance Department with compensation schedules, benefit cost information, and other HR-related data required for payroll administration.
  • Provide additional support to Finance and other departments as needed.
  • Perform other related responsibilities as assigned.
Required Knowledge And Skills
  • Strong written and verbal communication skills.
  • Ability to explain HR policies, employment requirements, and organizational procedures to employees and management.
  • Ability to handle confidential personnel matters with appropriate discretion.
  • Ability to work effectively with employees, management, labor representatives, legal counsel, and other stakeholders.
  • Working knowledge of Microsoft Office and common HR information systems and business software.
  • Ability to travel between City facilities as required.
Qualifications
  • Bachelor's degree in human resources, business administration, public administration, or a related discipline preferred.
  • At least five years of progressively responsible human resources experience, preferably including broad HR generalist responsibilities and experience working in a complex organizational environment.
  • Valid driver's license required. Professional HR credentials such as PHR, SPHR, or IPMA-HR certification are preferred.
