Job summary

State of Washington’s Department of Social and Health Services seeks an entry‑level Human Resource Consultant 1 to provide HR consultation and transactional services for employees, supervisors, and managers. You’ll help with hiring, benefits, leave, onboarding, orientation, and compliance across facilities, while building a strong HR foundation.

This role offers a flexible hybrid schedule with some in‑office days; Washington state employees receive premium pay and benefits.

Qualifications

• Customer service: greet each person with patience and explain HR rules in plain terms.
• Apply knowledge of federal and state HR laws to provide accurate guidance.
• Communicate clearly with managers and employees in both spoken and written form.
• Set priorities, plan the workday and meet deadlines.
• Analyze problems and data to identify workable solutions.
• Carefully check pay steps, dates and entries to ensure correct payroll.
• Collaborate with colleagues and maintain professionalism under pressure.

Responsibilities

• Serve as first contact for managers, supervisors, and employees on HR matters.
• Provide HR consultation in hiring, benefits, leave, classification, compensation, and retention.
• Interpret HR policies and state/federal laws and guide customers.
• Consult with hiring managers during recruitment including transfers and bids.
• Process personnel and payroll actions: appointments, promotions, status changes.
• Coordinate onboarding/offboarding and New Employee Orientation; ensure I-9 and E-Verify compliance.
• Assist employees with benefits, retirement, and related questions.
• Monitor HR activities and maintain confidential personnel records.
• Generate reports and support team operations with cross-training.
