Job summary

Harvard Library is seeking an HR Analyst and Program Manager to join the HR team, reporting to the Associate Director of HR. The role oversees classification, compensation and position management for HL CADM and FAS Libraries, with a focus on data integrity across HR systems and policy adherence.

Responsibilities include leading the classification committee, coordinating performance cycles, and supporting programs for staff, including student workers and leadership development initiatives.

Qualifications

Job Description
SUMMARY

The HR Analyst and Program Manager is part of the Harvard Library (HL) Human Resources team within Harvard Human Resources. This role manages key HR functions for Harvard Library (CADM) and FAS Libraries (FAS) and reports to the Associate Director of HR for Harvard Library.

DUTIES AND RESPONSIBILITIES
  • Position Classification:
    • Analyze and classify positions (new, vacant, and filled) using Harvard benchmarks and guidelines.
    • Manage the full classification process, including intake, review, decisions, and communications.
    • Convene and lead the classification committee; may train HL HR staff on classification.
    • Serve as subject matter expert for library role classification. Consult with subject matter experts in other functional areas as needed.
    • Classify roles for annual Association of Research Libraries survey.
    • Review and update classification-related policies, tools, and forms.
    • Participate in related projects (e.g. Job Family Framework, reorganizations).

  • Compensation:
    • Recommend compensation levels based on internal equity, market data, and university guidelines (e.g. ranges for new/vacant positions, equity reviews, interim pay, bonuses).
    • Manage the compensation request process from intake through analysis, decision, and communication.
    • May train HL HR staff on compensation analysis.
    • Review and update compensation-related policies, tools, and materials.
    • Ensure alignment with Harvard and Library policies; partner with Harvard Human Resources Compensation Office as needed.
    • Participate in related initiatives (e.g. Annual Salary Increase Program (ASIP), year-end bonus program).
  • Position Management:
    • Oversee position management to ensure alignment with library goals and Harvard policy.
    • Track positions and vacancies in partnership with the Finance Office and leadership.
    • Manage the process for position actions (e.g. request to hire, extend a term, etc.) including collecting request, preparing materials, submitting to the appropriate committee, and communicating outcomes.
    • Provide strategic support for reorganizations from a position-management perspective.
    • Partner closely with the HHR Coordination and Operations team to ensure accurate and timely position data.
  • System Access and Compliance: Serve as the Authorized Requestor (AR) for HR systems. Determine and approve Harvard Sponsored Roles (HSR). Complete and sign off on the annual Harvard Yearly Access Review (YAR).
  • Human Resources Information Systems (HRIS): Produce and analyze complex HR data reports. Provide expertise in accessing, interpreting, and presenting data from multiple HR systems. Support data integrity through policy development, training, and promoting consistent practices.
  • Performance Management: Manage the annual performance review cycle (ongoing conversations, goal setting, mid-year conversations, and year-end reviews). Coordinate timelines, communications, tools, and materials. Provide updates to leadership as needed. Ensure alignment with University priorities, resources and guidance.
  • Programs and Activities:
    • Provide program management support for changing or short-term initiatives and priority areas.
    • Provide support for activities related to student workers.
    • Manage selection and enrollment of staff in the Harvard Leadership Development Program (HLDP).
  • Perform other duties as assigned.

Working Conditions
  • Hybrid position. The position is based on site in Cambridge, MA. There may be the opportunity for a hybrid work model compliant with Harvard University policies.
  • Work location is responsive and subject to change based on business needs. Requests for flexibility will be considered consistent with Harvard University flexwork policies.

Work Environment: Work is performed in an office setting.

Basic Qualifications

Additional Qualifications and Skills
  • Knowledge of Microsoft Office Suite and HRIS applications and analytics.
  • Expertise in navigating and accessing HRIS data across various systems (QlikView, PeopleSoft, Aurora, etc.)
  • Advanced knowledge of employment law and HR policies and practices; financial/business acumen.
  • Demonstrated experience with the administration of bargaining unit policies and procedures.
  • Demonstrated commitment to inclusion and belonging.

This position has been determined by school or unit leaders that some of the duties and responsibilities can be effectively performed at a non-Harvard location. The work schedule and location will be set by the department at its discretion and based upon operational needs. When not working at a Harvard or Harvard-designated location, employees in hybrid positions must work in a Harvard registered state in compliance with the University’s Policy on Employment Outside of Massachusetts. Additional details will be discussed during the interview process. Certain visa types and funding sources may limit work location.
