Job summary

The City of Chesapeake is seeking a Housing Specialist for the Permanent Supportive Housing Program. The role focuses on helping individuals with serious mental illness obtain and maintain housing in the community, following Housing First principles.

Responsibilities include eligibility assessments, landlord mediation, budgeting support, and ongoing client outreach. A bachelor’s degree or equivalent, plus experience, are required; QMHP eligibility and driver’s license may be needed depending on

Qualifications

• Requires any combination of education and experience equivalent to a bachelor’s degree in social work, psychology, closely related field or other degree as approved by the Virginia Department of Health Professions.
• Minimum of one year of related, full-time equivalent experience.
• May require QMHP eligibility and driver’s license; driving record must comply with City standards.

Responsibilities

• Adhere to Housing First principles and provide housing education during enrollment briefings.
• Process initial applications to verify homelessness, disability, and income status for eligibility.
• Assist participants in locating and securing housing of their choice.
• Provide mediation and advocacy with landlords to secure housing.
• Provide information and referral assistance regarding available social services and programs.
• Serve as liaison between tenants and landlords and other agencies.
• Assist participants to develop budgets and payment plans for rent and utilities.
• Conduct home visits and ongoing supports to ensure stability.
• Develop referral networks of landlords willing to work with the program.
• Complete all necessary documentation.
