Job summary

The DC Department of Housing and Community Development (DHCD) seeks a qualified specialist to evaluate building deficiencies in single-family homes slated for rehabilitation, prepare detailed work write-ups and cost estimates, and review contractor bids in compliance with program standards and DC codes.

The incumbent coordinates with property owners and contractors, monitors construction progress, maintains cost data, and ensures contract compliance within approved budgets and permits.

Qualifications

• Undergraduate and Graduate Education in architecture, engineering, building construction, or related fields.
• Experience in the preparation or review of plans, specifications, or estimates for building construction.
• At least one year of specialized experience equivalent to the next lower grade.

Responsibilities

• Analyzes and identifies building deficiencies in existing single family housing under consideration for rehabilitation and prepares cost estimates.
• Reviews contractor bid proposals in accordance with standards and DC codes and coordinates with property owners and contractors.
• Inspects properties, prepares field reports, and verifies progress and payments against contract scopes of work.
