Job summary

Orange County Government, Housing and Community Development Division, seeks a Housing Quality Standards Inspector to determine HQS compliance for federally funded units, including Section 8 and HOME projects, with work performed independently under supervision. Open date 09/09/2026; close date 09/23/2026.

Salary range $21.51–$27.96 per hour, non-exempt. Responsibilities include inspec tions, reporting, and coordination with the Inspections Team to ensure timely reviews.

Qualifications

• Requires high school diploma or equivalent with five years of industry related experience.
• Must possess a valid State of Florida Driver's License.
• Must take and pass Orange County Driver Safety Training.
• Must complete NSPIRE training within a year from hire.

Responsibilities

• Evaluate housing units for compliance with Housing Quality Standards.
• Inspect fixtures for compliance with HQS.
• Coordinate scheduling of inspections and appointments.
• Communicate violations verbally and in writing and ensure corrective actions.
• Prepare evaluation reports and maintain inspection records.
• Conduct rent reasonableness studies in Orlando.
• Utilize digital photography and iPad as evidence in reports.
• Coordinate with Inspections Team to ensure timely inspections.

We are seeking a qualified individual to fill the position of Housing Quality Standards Inspector.

This position is responsible for determining compliance with housing quality standards for a variety of federally funded units, including Section 8 Voucher program units, Shelter Plus Care units, VASH units, HOME TBRA units, Mainstream, Emergency Housing Vouchers, HOME and other affordable housing multifamily projects.

Work is performed with considerable independence under the general supervision of the Program Development Supervisor, and performance is reviewed through reports and results achieved.

Job Description

General Functions

The Housing Quality Standards Inspector is responsible for determining compliance with housing quality standards for a variety of federally funded units, including Section 8 Voucher program units, Shelter Plus Care units, VASH units, HOME TBRA units, and HOME multifamily projects.

Work is performed with considerable independence under the general supervision of the Program Development Supervisor, and performance is reviewed through reports and results achieved.

Representative Duties/Assignments

• Evaluates housing units for compliance with Housing Quality Standards.
• Inspects permanent fixtures of dwelling units for compliance with Housing Quality Standards.
• Responsible to coordinate scheduling of appointments.
• Issues verbal and written communication to report and request correction of violations, with subsequent review of violations to ensure corrective actions.
• Prepares evaluation reports, maintains records of all inspections.
• Conducts rent comparability studies of Orlando rental market in the determination of rent reasonableness.
• Utilizes electronic tools (Digital photography, IPAD) for the purpose of evidence in reports.
• Coordinates and follows up with the Inspections Team to measure timely response and delivery of inspections for a variety of federally funded housing units.
• Attends and presents information at informal tenant hearings during terminations for HQS.
• Performs other related duties as assigned.

Minimum Qualifications

High school diploma or equivalent and five years of industry related experience or an equivalent combination of education and/or experience.

Preferences

Must possess a valid State of Florida Drivers License.

Must take and pass the Orange County Driver Safety Training

Must be able to take and pass the National Standards for the Physical Inspection of Real Estate (NSPIRE) training within a year from hire.
