The inspector will work primarily in the field across the Housing Authority service area, with eligibility for a hybrid schedule after training.

This role requires a high school diploma, two years of experience in grant-related program support, and a valid driver’s license.

Qualifications

  • College education in Public Health, Public or Business Administration, Social Work, or closely related field may be substituted for the required experience on a year-for-year basis.

Responsibilities

  • Perform inspections of housing units in accordance with HUD NSPIRE and Housing Authority requirements.
  • Conduct re-inspections and follow up on complaints; upload reports into the electronic file management system.
  • Research policy manuals to ensure NSPIRE conformity.
  • Determine rent reasonableness for appropriate contracts.
  • Submit written reports regarding inspection results.
  • Consult with property owners on housing unit compliance for rental programs.
  • Respond to tenant and owner inquiries.
  • Complete and submit all necessary inspection forms, including NSPIRE violations.
  • Perform other related duties as required.

Job description

The City of Long Beach, Department of Health and Human Services is recruiting for one (1) unclassified Community Program Technician III to serve as a Housing Inspector in the Housing Authority Bureau. The Housing Program Inspector conducts physical inspections of assisted housing properties participating in Housing Authority programs to determine compliance with HUD's National Standards for the Physical Inspection of Real Estate (NSPIRE) and Housing Authority requirements. The position reports to the Housing Authority building, 1500 Hughes Way Suite C-300, Long Beach, CA 90810; however, the majority of the position's work is performed in the field at properties throughout the Housing Authority's service area. The position requires operating a City vehicles as transportation for regular travel to and between inspection sites and the ability to work independently in a variety of residential environments. Upon successful completion of the training period, this position is eligible for a hybrid work schedule in accordance with the City of Long Beach Hybrid Work Program Policy.

  • Perform inspections of housing units in accordance with federal, state, and local building codes, and U.S. Department of Housing and Urban Development, NSPIRE (National Standards of the Physical Inspection of Real Estate) requirements, including the identification of potential lead hazards.
  • Perform re-inspections of previously failed units and follow up on complaints to ensure compliance with building codes and NSPIRE, uploads inspection reports, documents, and accompanying data into the electronic file management system and housing software.
  • Research policy manuals to maintain Housing Authority conformity to NSPIRE rules and regulations.
  • Determine comparable rents and rent reasonableness for appropriate contract rent of housing units.
  • Submit written reports regarding inspections result.
  • Consult with property owners on housing unit compliance for rental programs.
  • Respond to tenant and owner inquiries.
  • Complete and submit all necessary inspection forms, including violations of NSPIRE inspection standards.
  • Perform other related duties as required.
Minimum Requirements
  • High School diploma or equivalent.
  • Two (2) years of full-time professional experience in providing technical support for the delivery of grant related programs, grant related activities, and grant related services.
  • College education in Public Health, Public or Business Administration, Social Work, or closely related field may be substituted for the required experience on a year-for-year basis. (Proof of education required.)
  • A valid motor vehicle operator license. Field travel is required.
