Position Summary:Under policy direction of the CBDO Board of Commissioners, be in charge of the operations, functions, and administrative affairs of the Housing Authority. Represent the Board of Commissioners, policies and programs with employees, community organizations and the general public. Prepare budget requests and make recommendations to the Board on final expenditure levels. Be responsible for proper administration of grant funding. Must have Grant experience. Be responsible for development, maintenance, and improvement of Housing Authority properties and services; and to do related work as required. Responsible for the overall management and development of housing programs utilizing the Native American Housing Assistance and Self-Determination Act of 1986 (NAHASDA).ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:Plan, organize, direct and coordinate all operations and management activities of the Housing Authority, including development, occupancy, financial and administrative function.Develop, recommend and implement administrative policies, procedures and regulationsCoordinate housing development activities and implement and administer the budget for the Indian Housing Block Grant (1HBG) and for all sub-budgets contained in the Indian Housing PlanSubmit monthly report to the Board on income and expenses and activities of the housing authorityMaintain contact with appropriate branches of Housing and Urban Development (HUD) to ensure compliance with NAHASDA program guidelines, regulations and applicable OMB Circulars, etc.Develop new policies for adoption by the Board and recommend changes to existing policies to meet local conditionsAdminister policies and practices established by Board action, and prepare the Indian Housing Plan and Annual Performance Report for HUD and the Tribal CouncilResponsible for all program budgets and budget controls, financing, investments, procurement,dispositions, and personnel mattersSecure the annual audit and review all audits and reviews to recommend action for resolving any findingsResponsible for planning, organizing, directing, supervising, and managing all functions arising in the course of new housing development, management, and renovation programs, in compliance with established policiesEnsure compliance with applicable tribal, state, federal and local regulations and requirementsImplement all motions and resolutions of the BoardAssist the Chairperson in preparing the agenda for Board meetings; performs other duties as assigned by the Board of CommissionersResponsible for the employment and termination of any staff, in compliance with approved policyResponsible for personnel matters, including employment procedures, grievances, and employer employee relationsImplement and maintain personnel policies and proceduresResponsible for selection, training, evaluation of staff and discipline for all staffCoordinate staff activities; delegate work among employees; discuss and resolve employee complaints and problemsMaintain confidential personnel files for BVR staff, including personal details and paperworkServe as principal advisor to the Board on all matters of administration and consults with them on management and administrative problemsPrepare requisitions for funds and submit to appropriate funding agencyPrepare special reports and maintain control over grant fund transactions and reconcileOversee the administration and management of Tribal Housing Grants.Ensure compliance with all relevant regulations and guidelines.Develop and implement strategies for effective grant utilization and reporting.Coordinate with tribal officials, federal and state agencies, and other stakeholders.Monitor and evaluate grant-funded projects to ensure goals and objectives are met.Prepare and submit required reports and documentation in a timely manner.Provide technical assistance and support to grant recipients.Manage the budget and financial aspects of the grants.Conduct regular audits and assessments of grant programs.Stay updated on changes in grant regulations and best practices.QUALIFICATION REQUIREMENTS: The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Bachelor's degree in public administration, social work, business administration, or a related field (Master's preferred).Five years of increasingly responsible work experience in management and/or administrative position in a private or public agencyBackground that includes responsibility for formulation and implementation of programs, including but not limited to, the Low-Income Housing Tax Credit program, budgets and administrative operationsDirect experience with an Indian Housing Authority is highly desirableA working knowledge of NAHASDA, to ensure that BVR’s programs are in compliance with HUD regulations and statutesA thorough understanding of all federal housing programs and regulationsAbility to deal with the public as well as federal agenciesKnowledge of property management and new housing developments and constructionGeneral knowledge of economic, social, educational and cultural trends in the Indian communityAbility to establish and maintain an effective, harmonious, cordial working relationships with staff, tenants and other individuals or public and private agenciesAbility to supervise the work of staff, to plan, organize, communicate, and direct a work program of considerable varietyAbility to speak and write effectively to prepare clear, concise and complete written reportsMust possess a reliable automobile, valid driver’s license, vehicle insurance and a clean driving recordMust be bondableMust maintain confidentiality of all files and accounts of BVR’s programsStrong knowledge of federal, state, and tribal housing regulations and guidelines.Excellent organizational and project management skills.Strong analytical and problem-solving abilities.Excellent communication and interpersonal skills.Ability to work collaboratively with diverse stakeholders.EDUCATION AND/OR EXPERIENCE:Bachelor's degree in public administration, social work, business administration, or a related field (Master's preferred).Certified Grant Management Specialist (CGMS) or similar certification.Minimum of 3 years of experience in grant management or a related field.Must be computer literate, proficient in Microsoft Excel with general working knowledge of Word.Experience working with Tribes and Tribal programs preferred.LANGUAGE SKILLS:Requires an individual with exemplary verbal and written communication skills and supervisory skills.PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
